Description
THIS IS A NOTICE OF REQUEST FOR INFORMATION ONLY A.1 INTRODUCTION The US Marshals Service (USMS), Tactical Operations Division (TOD), Office of Strategic Technology (OST), hereby issues the Request for Information (RFI) for interested parties to address the long term requirement for contractor operation and maintenance needs of an existing government owned personnel tracking system (PTS). The current personnel tracking system can ingest a wide variety of personnel tracking devices on the market currently and has the ability to ingest future next generation devices. The proposed operation and maintenance of existing system would include maintenance and configuration of existing networking equipment, failover procedures, future enhancements to system, and replacement of hardware. A.2 BACKGROUND TOD/OST is responsible for deployment of technical security systems that reduce risk to government personnel and facilities. Specifically, the protection of government personnel traveling during their daily operations and missions is of paramount importance for the safety and security of government personnel. A.3 PURPOSE The purpose of this RFI is to gather information to have a contractor operate and maintain this government owned personnel tracking system. TOD/OST is looking to determine what manpower and resources are needed and what costs could be associated with a contractor run and maintained tracking system. A.4 EXISTING PERSONNEL TRACKING SYSTEM OVERVIEW PTS was developed by the Tactical Operations Divisions (TOD) Office of Strategic Technology (OST) to provide real-time tracking of assets through the use of GPS technology and with global airtime service providers (satellite, cellular). PTS allows TOD/OST and other USMS divisions to track a variety of assets for protective operations. The system includes a web mapping interface and is used in conjunction with additional hardware/software controlled by OST. PTS is a system that allows for the tracking of physical location of devices. This system is considered mission critical, and is utilized by several other components of the USMS. A.4.1 SYSTEM CONFIGURATION A.4.1.1 PRIMARY SITE TOPOLOGY PTS primary site employs redundant devices and links for fault tolerance at each layer in the network topology. The access layer consists of redundant uplinks, access switches, and firewalls. The inner firewalls provide a redundant gateway for local hosts and encrypted site-to-site tunneling to the backup site. They also provide Network Address Translation (NAT) services, and serve as the separation point between the public and private networks. The outer firewalls control access at the network perimeter, and provide a redundant gateway for the inner and outer routers. The inner routers provide a redundant gateway for the inner and outer firewalls as well as encrypted dynamic routing tunnels. The outer routers provide redundant access to the internet service provider(s). Each pair of network devices is configured to provide automatic failover. The TOD/OST intends to use the information provided for planning purposes and to help it make strategic decisions regarding future management of the PTS. TOD/OST will not enter into a conveyance agreement as a result of this RFI. Although TOD/OST appreciates the efforts and input of all respondents, TOD/OST will not reimburse RFI respondents for any expenses associated with responding to this RFI. The RFI initiative may or may not result in future competitive solicitations to effectuate TOD/OST objectives.
