- This Request for Information (RFI) is issued solely for information and planning purposes and does not constitute a solicitation. Neither unsolicited proposals nor any other kind of offers will be considered in response to this RFI. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. All information received in response to this RFI that is marked Proprietary will be handled accordingly. Responses to the RFI will not be returned. At this time, questions concerning the composition and requirements for a future Request for Proposal (RFP) will not be entertained. The United States Army Medical Research Acquisition Activity (USAMRAA) and the Armed Forces Health Surveillance Center (AFHSC)/Department of Defense (DoD) Global Emerging Infections Surveillance and Response System (DoD-GEIS) are conducting market research to ascertain the availability of small business concerns that have proven capabilities to provide Avian Influenza/Pandemic Influenza (AI/PI) and Other Emerging Disease Surveillance. The AFHSC and DoD-GEIS requires support to establish the infrastructure and capabilities necessary to enable detection and analyses of disease outbreaks and respond to inquiries from the medical/health authorities from the three military service medical departments, Federal medical agencies, and other DoD-associated activities. The AFHSC and DoD-GEIS are expected to be able to analyze, interpret, and disseminate information regarding the status, trends, and determinants of the health and fitness of U.S. Armed Forces members and other target populations, and enable surveillance activities in support of host nations that are of mutual interest to the medical surveillance activities of the respective nations. This requires obtaining and analyzing information received during the conduct of routine lab-based and record based surveillance activities as well as study project-specific epidemiologic data collection in support of outbreak investigations and/or other epidemiologic studies conducted among DoD beneficiary and civilian populations.
