- Sole Source: The United States Army Contracting Command, Mission Installation Contracting Command, U.S. Army Yuma Proving Ground (USAYPG), Arizona, intends to exercise the fiscal year 2013 option under Blanket Purchase Agreement (BPA) W91RUS-11-A-0006 call order B504 pursuant to Federal Acquisition Regulation (FAR) clause 52.217-9 quote mark Option to Extend the Term of the Contract. quote mark The Government intends to extend the term of this contract for the period of 26 February 2013 to 25 February 2014 with Cellco Partnership doing business as Verizon Wireless located at One Verizon Way, Basking Ridge, NJ 07920-1025. Multiple BPAs were established non-competitively under Federal Acquisition Streamlining Act, Clinger-Cohen Act, and Section 803 of the National Defense Authorization Act of FY 2002 for the commercially available wireless services from a variety of service providers. In accordance with Army memorandum DoD Handheld Wireless BPAs (May 2007) and Army Regulation 25-1 Army Knowledge Management and Information Technology (Dec 2008), declared mandatory use of the DoD handheld wireless enterprise BPAs for the purchase of wireless devices and services. This contract action will be executed in accordance with the ordering procedures as specified in the U.S. Army Contracting Command Aberdeen Proving Ground Next Generation Wireless BPAs Cellular & Paging Solutions Ordering Guide, dated 30 October 2012. The North American Classification System code is 517210 with a size standard of 1,500 employees. This call order is in support of the YPG Mission Blackberry wireless service. There is limited cell phone signal downrange and throughout USAYPG. Verizon Wireless is the only source that has the most coverage at USAYPG and is also the only company who has signal towers on USAYPG. Widespread cell phone coverage is required for operational support, communications for testing, and emergency and safety concerns. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A determination by the Government not to execute this proposed contract action based upon responses to this notice is solely within the discretion of the Government. In order to protect proprietary information and prevent the unintentional releasing of guarded information all interested firms must conduct their own research regarding the specifications of the above listed requirement. Responses other than the above source may identify their interest and capabilities to perform the requirement by submitting a proposal via email or facsimile with complete mailing address, point of contact, phone number, facsimile number, business size and shall be clearly marked with contract number W91RUS-11-A-0006 B504.
