Description
NCO Leadership Education and Development (NCO LEAD) Program Services This is to notify all who are interested: A Capabilities Day will be held on Fort Hood on 28 March 2013. The capabilities day will provide vendors an opportunity to present their company and capabilities to fulfill the NCO LEAD requirement. The vendor will hear from the customer regarding the specific needs of this requirement and have the opportunity to pose questions. Information provided to the Government as a result of this posting or the Capabilities Day is strictly voluntary and given with no expectation of compensation, and clearly provided at no cost to the Government. Travel and lodging related costs shall be at the expense of the contractor. This is not a selection process and the Capabilities Day will not result in selection of vendor. This is simply market research which will help the government determine a set aside category and the number of capable vendors. ONLY THOSE VENDORS WHO REPLY TO THIS SOURCES SOUGHT via email ON OR BEFORE THE EXTENDED RESPONSE DATE of 8 Feb 2013 WILL BE PERMITTED TO ATTEND. The exact time & location on Fort Hood will be provided via email to all vendors in response to their reply. NAICS: 611430- Professional Management Development Training, Small Business Size Standard: $7.0M THIS IS A SOURCES SOUGHT FOR MARKET RESEARCH PURPOSES ONLY. The Mission and Installation Contracting - Fort Hood, Texas is in the process of determining the acquisition strategy for NCO Leadership Education and Development Program (NCO LEAD) services on Fort Hood, TX. This is a sources sought notice and request for information (RFI). This is not a formal solicitation. Any formal solicitation will be announced separately at a later time. Please note that the solicitation number used for this sources sought is different from the one that will be used in the pre-solicitation notice. Information provided to the Government as a result of this posting is strictly voluntary and given with no expectation of compensation, and clearly provided at no cost to the Government. Contact with Government personnel, other than the Contract Specialist or Contracting Officer, by potential offeror or their employees regarding this requirement is strictly prohibited. The purpose of posting this RFI is to locate experienced service providers capable of and interested in performing a non-personal services contract that provides NCO LEAD support services on Fort Hood, TX. The summary of services is as follows: Provide personnel, management, and any other items and services, not Government furnished, necessary to conduct NCO Leadership Education and Development (NCO LEAD) for soldiers at Fort Hood, Texas. NCO LEAD courses are taught in Education Services Counseling Center to instruction in professional development subjects such as communications, management, computer literacy, and leadership skills to enhance personal growth, professional development and Soldier readiness skills that are essential to mission success. NCO LEAD will incorporate traditional instruction in a classroom environment, use new information technologies, simulation and digital information management initiative to ensure the training programs are in keeping with current teaching methodologies. Instructional program must also include hands-on practical exercises, distance learning, and remote access means of delivery of on-time/on-demand programs. Courses that provide transcripts or evaluated post-secondary credit shall be provided only by a contractor or subcontractor accredited to award such credit by one of the American Council on Education's Accrediting Institutions for Post-Secondary Education. All instructors shall have a Baccalaureate degree from an accredited institution in a discipline related to their teaching assignment and have a minimum of 3 years teaching experience in a discipline related to their assignment or graduate training in management, computer science, or other field related to their instructional assignment. Instructors must speak and write Standard English clearly and intelligibly. A valid teaching certificate may be substituted for teaching experience or graduate training. The contractor providing services under this contract shall be recognized by one of the accrediting bodies, as recognized by the Department of Education and SOCAD and must be in good standing with the accrediting body. For further accreditation information please refer to http://www2.ed.gov/admins/finaid/accred/index.html. Proof of valid accreditation shall be provided with the offer. The anticipated period of the contract is 1 October 2013 through 30 September 2014 with (2) one-year option periods. The resultant contract will be a firm fixed price requirements type contract. The tentative date for issuance of Request for Proposal is 15 Feb 2013 and the tentative date of receipt of proposals is 14 March 2013. The solicitation will be issued electronically and will be available for viewing at the following websites: the Army Single Face to Industry (ASFI) website at: https://acquisition.army.mil/asfi/ or FEDBIZOPPS.GOV at https://www.fbo.gov. Fort Hood is interested in obtaining information from industry that will help supporting a determination of the appropriate set aside category for the acquisition strategy. Both large business concerns and all categories of small business are encouraged to respond to this request. The North American Industry Classification System (NAICS) anticipated for this requirement is 611430 - Professional and Management Development Training and small business size standard for the selected NAICS is $7 Million. To support the set-aside decision, it is particularly important that potential small business concerns provide comments/input as follows: (1) If you are a Small Business that currently performs or has recently performed on contracts similar to the requirements described above, and you would plan to participate in a competitive solicitation situation for this procurement, please provide specific and relevant work experience in a capabilities statement/brief. Information should be sufficient to support your capability to perform these requirements and should include detailed references (contract number, dollar value, scope of services and point of contact with their telephone numbers and whether it was a Government or a Commercial type contract); (2) state your business size and approximate annual gross revenue (averaged over the past three years); (3) list the specific small business category (if applicable) for your company whether (a) Federally certified HUBZone Small Business; (b) Small Disadvantaged Business; (c) certified 8(a) Firm; (d) Woman-owned Small Business; (e) Service-Disabled Veteran-Owned Small Business; (f) Veteran-Owned Small Business; or (g) other (explain); (4) provide your company's name, CAGE code, DUNS, address, point of contact, telephone number, and e-mail address; (5) and number of years you have been in business. We are also looking for input from industry relative to how this type of service is performed in the private sector in order to maximize the incorporation of commercial standards and practices where practicable. Responses are due in this office no later than 2:30 p.m. CST, on 3 January 2012.
