Description
PRESOLICITATION NOTICE: SOLICITATION NO. SAQMMA13R0043 - SECURITY COMPLIANCE SUPPORT SERVICES The United States Department of State (DOS), Office of Logistics Management, Acquisition Management, intends to issue a solicitation for professional services for Security Compliance Support Services for the Office of the Chief Technology Officer (CTO), Bureau of Diplomatic Security, U.S. Department of State. These services include technical, management, and administrative support for independent services that support the fulfillment of security compliance, security operations and service level monitoring and reporting requirements of the CTO. These services directly support the sustainment and improvement of the roughly 100 IT applications, networks and systems that enable the Bureau to conduct Department of State worldwide security and law enforcement missions. The scope of this requirement encompasses obtaining the Information Technology (IT) support services necessary for supporting IT security oversight, review and preparation of system authorization materials, and the monitoring and analysis of the security posture on DoS enterprise domains, systems, and applications. The services acquired will also include some program management and administrative support necessary for the preparation and update of documentation and related services. The Bureau of Diplomatic Security (DS) is responsible for providing a safe and secure environment for the conduct of U.S. foreign policy. Every diplomatic mission in the world operates under a security program designed and maintained by Diplomatic Security. In the United States, Diplomatic Security investigates passport and visa fraud, conducts personnel security investigations, and protects the Secretary of State and high-ranking foreign dignitaries and officials visiting the United States. The DS Office of the Chief Technology Officer (CTO) pulls into one office all staff, resources, authority and responsibility for managing and implementing the priority IT program requirements of the Bureau in a manner that facilitates the achievement of the Bureau's performance goals. The mission of the CTO is to provide effective information resource management for the Bureau: to maximize the accessibility and utility of information for all DS personnel and stakeholders through excellence in service delivery, program management and innovative technology applications. CTO provides the resources necessary to collect, assimilate, and distribute the information essential to the Bureau's primary mission of providing a secure environment for the conduct of American diplomacy and the promotion of U.S. foreign policy worldwide. DS has an immediate and continuing requirement to provide information security services and service level reporting services to the divisions and offices within the Bureau. This is a pre-solicitation synopsis notice published in accordance with FAR 5.203 announcing that a solicitation is expected to be published in the Federal Business Opportunity (FedBizOpps) to acquire the services described above. The anticipated release date of the solicitation is on or about 8 February 2013 on the FedBizOpps website with proposals due on or about 12 March 2013. The closing date and location for receipt of proposals will be reflected in the solicitation. All parties interested in submitting a proposal must be registered in the Central Contractor Registration registry (www.ccr.gov). Interested parties are responsible for reviewing the FedBizOpps website frequently for updates and for reviewing/obtaining the Request for Proposals (RFP) and amendments, if any. This procurement will be conducted as a competitive 100% Service Disabled Veteran Owned Small Business (SDVOSB) set-aside in accordance with Part 15 of the Federal Acquisition Regulation. The intended period of performance consists of one 12-month base period with four 12-month option periods. The North American Industry Classification System (NAICS) code for this requirement is 541519-Other Computer Related Services with a small business size standard of $25.5M. The Department intends to award a single hybrid Firm Fixed Price (FFP) and Time and Materials (T&M) type contract on the basis of best value to the government. All questions or concerns regarding this requirement must be submitted in writing via email to David Marr at marrdr@state.gov and must reference solicitation number SAQMMA13R0043. No pre-solicitation conference will be held and interested parties should wait until after release of the solicitation to submit questions/inquiries. The solicitation will set forth a date for receipt of questions after which the government will be unable to guarantee provision of a timely response. No questions or inquiries will be accepted by telephone or fax. The Government intends to provide responses to questions on a non-attribution basis via amendment(s) to the solicitation. The distribution of the solicitation and associated updates, notices and amendments will be accomplished solely through the FedBizOpps website at http://www.fbo.gov/. Hard copies of the solicitation documents will not be available. Interested parties are responsible for monitoring the FedBizOpps website to ensure they have the most up-to-date information about this procurement/solicitation.
