Description
P1449B is a Design-Build solicitation to implement steam decentralization projects at 163 buildings in the Hadnot Point/French Creek areas of the Marine Corp Base Camp Lejeune. Steam Decentralization will entail the removal of steam equipment at each facility and the installation of high efficiency systems such as natural gas fired hot water appliances, high efficiency heat pumps and hot water equipment to meet heating load requirements. There are two basic scenarios: 1 - Facility systems include the installation of natural gas fired hot water boilers housed within existing facilities, expanded mechanical rooms, or newly constructed mechanical rooms. The facility system will serve only the facility in which it is installed. 2 - Heat Pump systems include the installation of electric heat pumps and hot water heaters to provide space heating/cooling and domestic water heating. Conversion of these facilities may include the installation of hot water piping, pumps, ductwork, air handlers, air blenders, variable air volume systems, etc. The target awards range between $25 million “ $100 million. All service-disabled veteran-owned small businesses, certified HUBZone small businesses, and certified 8(a) small businesses are encouraged to respond. Upon review of industry response to this Sources Sought Notice, the Government will determine whether a set-aside acquisition in lieu of full and open competition is in the Government ™s best interest. This office anticipates award of a contract for these services no later than September 2013. The appropriate NAICS Codes is 238220 and 237990. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine the availability and adequacy of potential small business sources prior to determining the method of acquisition and issuance of an award. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. It is requested that interested SMALL businesses submit to the contracting office a brief capabilities statement package (no more than 25 pages in length, single-spaced, 12-point font minimum) demonstrating ability to perform the requested services. If an 8A company, please submit an 8A letter from the SBA stating that you have a bona fide office in North Carolina. Capability statements shall address, as a minimum, the following: (1) Relevant Experience to include experience in performing efforts of similar size (value), scope (replacement of central steam systems with individual facility hot water appliances/equipment, construction of mechanical buildings ) and complexity (multiple design/build projects performed simultaneously over a campus area) within the last five years, including contract number, indication of whether a prime or subcontractor, contract value, Government/Agency point of contact and current telephone number, and a brief description of how the contract referenced relates to the technical services described herein; (2) Company Profile to include number of employees, office locations(s), available bonding capacity up to $30,000,000 for a single contract, DUNS number, CAGE Code, and statement regarding small business designation and status. Please indicate in your statement what your bonding aggregate amount is. (3) If you are proposing as an 8(a) Mentor ProtĂ©gĂ©, please indicate the percentage of work to be performed by the ProtĂ©gĂ©. RESPONSES ARE DUE ON MONDAY 4 February 2013, by 2:00 PM. LATE RESPONSES WILL NOT BE ACCEPTED.
