DEMIL Industry Day - FOLLOW-UP NOTICE The purpose of this amendment is to provide the DEMIL Industry Day Meeting Minutes. No other terms of the Follow Up Notice have changed, This notice is the official follow-up notice per the Industry Day and One-on-One Sessions held at Picatinny Arsenal on 28-29 November 2012 posted by the U.S. Army Contracting Command - New Jersey (ACC-NJ) on behalf of the Office of the Product Manager Demilitarization and the Joint Munitions Command. An Industry Day was held November 28, 2012 at Picatinny Arsenal New Jersey, Special Notice W15QKN-13-Z-B001, to enable the commercial industry and the Army ammunition community to identify and discuss new and innovative ways of conducting ammunition demilitarization on Army Depot installations in an open forum. It explored the idea of public private partnerships at ammunition depots accomplishing demilitarization as a mechanism to encourage investment and increase efficiency in depot ammunition demilitarization operations. This meeting provided depot capabilities and locations of ammunition stocks slated for demilitarization to commercial industry and solicit industry ideas on options for cooperative demilitarization operations between commercial industry and government depots. One-on-one Sessions with industry were held and participants were permitted to ask questions about ammunition demilitarization and the depot efficiency initiative, or on any other information provided during the course of Industry Day. The original Special Notice to the DEMIL Industry Day, W15QKN-13-Z-B001, can be found on the FEDBIZOPPS.GOV website: https://www.fbo.gov/notices/45d49f3549b5b8cbd9e98c8d5b733e9c Resulting from the Industry Day and One-on-One Sessions, all members of commercial industry, including those that did not attend the Industry Day or One-on-One Sessions, are invited to submit white papers outlining any ideas proposed, to include Rough Order Magnitude (ROM) benefits, costs and any conditions or restrictions. White paper submission is not limited to participants in the Industry Day/One-on-One events. Companies who desire to participate in this market survey are encouraged to submit a white paper which supports the company's claim that it presently has the technology, qualifications, and capabilities to increase the efficiency of ammunition demilitarization (DEMIL) and reduce the DEMIL stockpile. The white paper should discuss the company's technology to increase DEMIL efficiency, a plan to conduct DEMIL more economically, desired contract structures, data rights, and any desired teaming agreements. The white paper should also discuss related company experience and include point(s) of contact. The white paper should be prepared in MS Word (test results may be included as attachments). Responses should also include a cover letter (not included in the page count) providing: 1. A point of contact for your Company which will include: the contact's name, address, website (if available), phone number, and email address as well as your company's Cage Code and Duns Number. 2. Is your company currently providing similar services to another government agency or other non-government customer? If so, please identify the agency or non-government customer. If you are unwilling to share your customer's identity, please address whether your company offers the same or similar services commercially (outside the federal Government.).Please indicate, company size(please verify as either Large, Foreign, Small, Small Disadvantage, 8(a), Woman- Owned Small Business, or Service-Disabled Small Business). 3. White paper submissions should also discuss the following: a. Is your organization interested in being a Prime contractor, Subcontractor, or either? b. The Government understands that teaming is an intricate part of contracting. Please briefly describe how you would approach selecting team members for this requirement if applicable. c. Is your organization interested in a Public-Private Partnership (P3)? If so, please detail how this plan could assist in increasing the efficiency of DEMIL and how it could conduct DEMIL at a lower cost. White paper submissions shall be submitted no later than 1700 hrs EST on 21 December 2012 by email to evangelina.c.tillyros.civ@ mail.mil. Email submittals must be restricted to a maximum file size of 8MB and should be in MSWord or PDF format. In the event that the email submission is larger than 8MB, separate into several emails. This Request for Information (RFI) is for information and planning purposes only, and does not constitute a Request for Proposal (RFP). It is not to be construed as a commitment by the U.S. Government. The Government implies no intention to acquire funding to support any current or future requirement as a result of white paper submission. If a formal solicitation is generated at a later date, a separate solicitation notice will be published. No award will be made as a result of this white paper submission. In accordance with FAR 52.215-3 Request for Information or Solicitation for Planning Purposes, the Government will not pay for any costs incurred as a result of this Special Notice, to include costs associated with attending the Industry Day. All information is to be submitted at no cost or obligation to the Government. The Government reserves the right to reject, in whole or in part, any private sector input as a result of the RFI. The Government is not obligated to notify respondents of the results of this survey submittal. Any documentation provided will not be returned. Interested sources may also submit their white paper response to US Army Contracting Command, Picatinny Arsenal, New Jersey, ATTN Evangelina Tillyros, Building 10, Picatinny Arsenal, New Jersey 07806-5000. Telephone responses will not be accepted.
