Description
Civilian Enterprise Post Guide, Map, and Website This is to notify all who are interested. A Capabilities Day will be held on Fort Hood on 21 March 2013 @1300 hours. The capabilities day will provide vendors an opportunity to present their company and capabilities to fulfill the Civilian Enterprise Post Guide/Map/Website requirement. The vendor will be provided an opportunity to view the previously created products and pose questions regarding this requirement. Information provided to the Government as a result of this posting is strictly voluntary and given with no expectation of compensation, and clearly provided at no cost to the Government. This is not a selection process and the Capabilities Day will not result in selection of vendor. This is simply market research which will help the government determine a set aside category and the number of capable vendors. ONLY THOSE VENDORS WHO REPLY TO THIS SOURCES SOUGHT via email on or before close date of 8 Feb 2013 WILL BE PERMITTED TO ATTEND. The exact location on Fort Hood will be provided via email to all vendors in response to their reply. Civilian Enterprise Post Guide, Map, and Website NAICS: 511140 - Directory and Mailing List Publishers, Small Business Size 500 employees. THIS IS A SOURCES SOUGHT NOTICE FOR MARKET RESEARCH PURPOSES ONLY. The Mission and Installation Contracting - Fort Hood, Texas is in the process of determining the acquisition strategy for Civilian Enterprise (CE) Post Guide, Maps, and Newcomers Website services for Fort Hood, TX. This is a sources sought notice and request for information (RFI). This is not a formal solicitation. Any formal solicitation will be announced separately at a later time. Please note that the solicitation number used for this sources sought is different from the one that will be used in the pre-solicitation notice. Information provided to the Government as a result of this posting is strictly voluntary and given with no expectation of compensation, and clearly provided at no cost to the Government. Contact with Government personnel, other than the Contract Specialist or Contracting Officer, by potential offeror or their employees regarding this requirement is strictly prohibited. The purpose of posting this RFI is to locate experienced service providers capable of and interested in performing a non-personal services contract that provides CE Post Guide, Maps, and Website services on Fort Hood, TX. The summary of services is as follows: Description: This is a No Cost contract. Provide all personnel, equipment, labor, supplies, tools, materials, supervision, and other items necessary to print and distribute an annual CE post guide and directory and map and to publish a newcomer's website at Fort Hood, Texas. The anticipated period of contract is for one full year from the date of award plus four one-year option periods. Summary of Performance Work Statement: Within 5 days after award date, the Contractor shall provide personnel who are fully competent in the following areas of duty assignment under contract: writing, photography, magazine design, pagination, graphics, and Web page design. Writer (s) shall have skills to produce editorial content and photographs, interviewing subject matter experts and writing descriptive, accurate content. Writers shall have knowledge of Associated Press Style and military jargon. Designer/Paginator (s) shall be able to understand and implement modern magazine design techniques, plan production requirements and design and layout the guide using desktop publishing software. Designer(s) shall be able to produce graphic elements to complement content using professional graphic design software. Webmaster. Contractor shall provide a webmaster knowledgeable in the Hypertext Markup Language (HTML) and other techniques on the World Wide Web, including developing a mobile-friendly site in order to develop and publish a Web version of the guide. Photojournalist (s) shall have extensive knowledge of digital photography, equipment and techniques. Contractor shall produce final proofs with coordination and approval of government representatives. The Public Affairs Office (PAO) has the responsibility to determine final layout and design to communicate to the audience for which the publication is intended. Neither the Contractor nor Contractor representatives shall solicit advertising in the name of Fort Hood or of the United States Army. The Contractor and its representatives shall conduct all business operations on an ethical and businesslike basis, dealing honestly and fairly with all advertisers or others coming in contact with the Fort Hood Post Guide & Telephone Directory. The PAO will provide the Contractor and his representatives a letter of authorization to be shown to potential advertisers to establish the relationship between the Government and its requirements for a guide and the printing firm. The Contractor shall provide a minimum of 17,500 copies of the guide and 17,500 installation flat maps and shall deliver the copies to Fort Hood, Texas annually. The size of the guide shall be 10 inches long by 8 inches wide, consist of a minimum of 40 editorial pages, one title page devoted exclusively to editorial copy and photo art about the installation and command units. All editorial pages will be in four-color. The editorial pages shall be printed on 70-pound gloss stock or better. The size of the map shall be 3 inches wide by 8 inches long folded and 34 inches wide by 22 inches high unfolded. The maps shall be four-color on 70-pound gloss stock, gate-folded. The website will reside on a domain and server provided by the Contractor and should include categorized sections that correspond with the sections in the Guide. The website shall provide all guide pages in HyperText Markup Language (HTML), to include mobile HTML, and upload them annual to the Internet on the approved domain. The Contractor shall assume full responsibility for filling all space set aside for advertising. The revenue, which the Contractor receives from sale of advertisements in the Fort Hood Post Guide & Telephone Directory, shall constitute full payment to the Contractor. The Contractor shall provide current model, professional-grade digital camera(s) (such as a Nikon D3) for contractor employees who will be shooting photographs to support editorial content. The Contractor shall provide all software to perform work requirements and a minimum of 200 different typefaces of both serif and sans serif styles, ranging in size from 6 to 120 points. All hi-resolution photographs should be uploaded to the Web page alongside the content they support. The Contractor shall construct a search engine usable by visitors to the site capable of locating all archived content or photos. Web-based archiving of Fort Hood Post Guide & Telephone Directory will be maintained. The tentative date for issuance of Request for Proposal is June 2013. The solicitation will be issued electronically and will be available for viewing at the following websites: the Army Single Face to Industry (ASFI) website at: https://acquisition.army.mil/asfi/ or FEDBIZOPPS.GOV at https://www.fbo.gov. Fort Hood is interested in obtaining information from industry that will help supporting a determination of the appropriate set aside category for the acquisition strategy. Both large business concerns and all categories of small business are encouraged to respond to this request. The North American Industry Classification System (NAICS) anticipated for this requirement is NAICS: 511140 - Directory and Mailing List Publishers, Small Business Size 500 employees. To support the set-aside decision, it is particularly important that potential small business concerns provide comments/input as follows: (1) If you are a Small Business that currently performs or has recently performed on contracts similar to the requirements described above, and you would plan to participate in a competitive solicitation situation for this procurement, please provide specific and relevant work experience in a capabilities statement/brief. Information should be sufficient to support your capability to perform these requirements and should include detailed references (contract number, dollar value, scope of services and point of contact with their telephone numbers and whether it was a Government or a Commercial type contract); (2) state your business size and approximate annual gross revenue (averaged over the past three years); (3) list the specific small business category (if applicable) for your company whether (a) Federally certified HUBZone Small Business; (b) Small Disadvantaged Business; (c) certified 8(a) Firm; (d) Woman-owned Small Business; (e) Service-Disabled Veteran-Owned Small Business; (f) Veteran-Owned Small Business; or (g) other (explain); (4) provide your company's name, CAGE code, DUNS, address, point of contact, telephone number, and e-mail address; (5) and number of years you have been in business. We are also looking for input from industry relative to how this type of service is performed in the private sector in order to maximize the incorporation of commercial standards and practices where practicable.
