Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. W91ZLK-13-T-0024 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The combined synopsis/ solicitation number W91ZLK-13-T-0024 is issued as a Request for Proposal. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-52. The Aberdeen Test Center has a requirement for inspection, preventive maintenance, repair and modification of Pilotex High Speed Deluge System and related parts. This requirement is a Total Small Business Set Aside. The Associated North America Industry Classification System (NAICS) Code is 561790 and the Business Size Standard is $7M. The Government contemplates award of a combined Firm-Fixed Price and Time and Materials contract. NOTES to Offerors: Offers shall note the lead time or approximate delivery date for items offered. Acceptance shall be at destination. Shipping shall be FOB Destination to US Army Aberdeen Test Center's facility located at Aberdeen Proving Ground, Maryland 21005. Description of the Requirement: CLIN 0001: Inspection and Preventive Maintenance. The contractor shall furnish all transportation, labor, parts and materials for inspection and preventative maintenance to perform semi-annual testing of all Piltotex High Speed Deluge Systems located at buildings 688, 690, 699 and 700 at Aberdeen Area (AA) of Aberdeen Proving Ground (APG) and building E-1430 at Edgewood Area (EA) of APG, MD. The contractor shall furnish all labor, transportation, parts and materials for emergency repairs and modification of all Piltotex High Speed Deluge Systems located at buildings 688, 690, 699 and 700 at the Aberdeen Area (AA) of Aberdeen Proving Ground (APG) and building E-1430 at Edgewood Area (EA) of APG, MD. Quantity: ____________Unit Price: ______________Total: ___________________ CLIN 0003: Accounting for Contract Services Cost for Providing Accounting for Contract Services - RDECOM CC 001-10, Accounting for Contract Services Requirement, has been added to the statement of work, and contractor is required to provide data on contractor manpower (including subcontractor manpower) for performance of this contract. The cost, if any, for providing this data shall be entered into the space provided at this CLIN. If no direct cost is associated with providing the data, enter quote mark No Cost quote mark. For further assistance, email the CMRA Help Desk at contractormanpower@hqdda.army.mil The following provisions and clauses will be incorporated by reference: 52.209-6 Protecting the Government's Interest when Subcontracting with Contractors Debarred, Suspended or Proposed for Debarment 52.211-6 Brand Name or Equal (a) If an item in this solicitation is identified as quote mark brand name or equal, quote mark the purchase description reflects the characteristics and level of quality that will satisfy the Government's needs. The salient physical, functional, or performance characteristics that quote mark equal quote mark products must meet are specified in the solicitation. (b) To be considered for award, offers of quote mark equal quote mark products, including quote mark equal quote mark products of the brand name manufacturer, must- (1) Meet the salient physical, functional, or performance characteristic specified in this solicitation; (2) Clearly identify the item by- (i) Brand name, if any; and (ii) Make or model number; (3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and (4) Clearly describe any modification the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modification. (c) The Contracting Officer will evaluate quote mark equal quote mark products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. (d) Unless the offeror clearly indicates in its offer that the product being offered is an quote mark equal quote mark product, the offeror shall provide the brand name product referenced in the solicitation. (End of provision) 52.212-1 Instruction to Offerors Commercial Items 52.212-2, Evaluation Commercial Items: The contract will be awarded to the Lowest Price Technically Acceptable (LPTA) in accordance with FAR Part15.101-2. The award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards of the non-cost factor, which is the technical requirement in accordance with the attached specifications. The technical evaluation will be a determination based on information furnished by the vendor. The Government is not responsible for locating or securing any information which is not identified in the proposal. The Government reserves the right to make an award without discussions. The Government reserves the right to award on all or none basis.
