- Sources Sought SOURCES SOUGHT The following proposed contract action is for a stand-alone single construction contract award with the Department of Commerce, National Institute of Standards and Technology (NIST) in Gaithersburg, MD 20899. Solicitation # SB1341-13-RP-0033 Solicitation Title: A&E OR PROFESSIONAL SERVICES WITH EMPHASIS ON MECHANICAL, ELECTRICAL, PLUMBING SYSTEMS COMMISSIONING ACTIVITIES FOR RESEARCH/LABORATORY FACILITIES AND INDUSTRIAL CENTRAL UTILITY PLANT EQUIPMENT AND CONTROL at NIST in Gaithersburg, MD NAICS Code: 541330 and/or 541380 NIST (National Institute of Standards and Technology) is seeking a capable construction for A&E or professional services with emphasis on mechanical, electrical, plumbing systems commissioning activities for research/laboratory facilities and industrial central utility plant equipment and control on the NIST Gaithersburg, MD Campus. This is a Sources Sought ONLY not a Request for Proposals (RFP) and does not commit the Government to award a contract now or in the future. The purpose of this synopsis is to identify organizations with the requisite qualifications to provide the services stated herein. Based on the capability statement's received in response to this Sources Sought Announcement this acquisition may be solicited as a 100% small business set aside. All small business organizations (SB SDB, WOSB, HUBZone, and VOSB and SDVOSB) are encouraged to respond to this notice. Interested, capable construction firms shall submit a capability statement in response to this Sources Sought Notice, including, at a minimum, the following: o Perform peer review of the contract documents o Develop project specific commissioning plans with detailed objectives, sequences of operation, and schedules o Develop preliminary installation verification checklists and functional performance test procedures o Conduct performance verification (witness) for the government during start-up and testing phases. o Coordinate activities of the commissioning team for the government during start-up and testing phases. o Compile and maintain all commissioning and testing documentation for the government's contract compliance records. o Provide the technical advice and expertise to the government and engineer of record on all matters related to the commissioning objectives The work includes both remote (office) and field presence, and full-time staffing during all performance testing and system verification cycles consistent with each project's requirements. The firm shall have the ability to respond to specific tasks in a timely manner to support the commissioning plan objectives and NIST operational needs. Specialized qualifications include experience in commissioning and start-up of Central Utility Plant (CUP) equipment and systems (industrial boilers, chillers, pumps, compressors), direct digital and pneumatic control systems, building mechanical and electrical systems (air handlers, compressed gas, high accuracy sensors, building automation systems), and laboratory-type facilities (clean room, fume hoods, isolated/conditioned power systems) similarly to the NIST campus in scale and complexity. The future solicitation may be single fixed-price contract or multi-year indefinite delivery contract with individual fixed-price orders negotiated on an as needed basis. The anticipated minimal need at this time is $25,000 for known project(s). NOTE: All vendors need to be registered in CCR for contract award. www.sam.gov Once the results of this market research are obtained and analyzed for NIST's minimum requirements, NIST may solicit a competitive procurement and subsequently award a multiple award IDIQ contract.
