Description
U.S. GOVERNMENT General Services Administration (GSA) seeks to lease the following space: State: Louisiana City: Metairie Delineated Area: Northern Boundary: Lake Ponchartrain / 5th Street Eastern Boundary: Metairie Heights Avenue Southern Boundary: West Napoleon Avenue Western Boundary: Division Street Minimum Sq. Ft. (ABOA): 1,050 Maximum Sq. Ft. (ABOA): 1,050 Space Type: Office Parking Spaces (Total): 1 Parking Spaces (Surface): 1 Parking Spaces (Structured): 0 Parking Spaces (Reserved): 0 Full Term: 10 Years Firm Term: 5 Years Option Term: 5 Additional Requirements: Parking and Transportation Requirements: The space must have convenient interstate and local highway access and parking sufficient to cover official business needs of numerous visitors. If not free surface parking, then 1 designated spot. Location Amenities: A variety of inexpensive and moderately priced fast food and eat-in restaurants with close proximity and easy access are required. Hotel/motel facilities should be within the vicinity. Quality and Appearance of Building Exterior: The space should be located in a new or modern office building that projects a professional and aesthetically-pleasing appearance including an attractive front and entranceway. If not a new or modern building, the sapce offered should be in a building that has undergone first-class restoration or adaptive reuse for office space with modern conveniences. Space Efficiency: The space must have the capability of being configured for effective and efficient layouts. Windowed space is required. Access: FMCS requires 24-hour, 7-day a week access for employees and clients. Layout: Space should be divided as follows: 1 conference room of 500 sq ft 1 reception area of 100 sq ft copier/fax/storage room of 150 sq ft 1 mediator/breakout room of 300 sq ft Soundproofing: Conference rooms must be soundproofed to STC class of 50 or greater. Each room must have slab-to-slab insulated wall construction, solid core doors, door seals, door sweeps, and any other items necessary to achieve a total individual room soundproofing to meet the STC 50 class. Mediator/breakout rooms must have an STC rating of 45 and include ceiling-high insulated walls and solid core doors. Interior Door Locks: Door locks are required on each interior door. Location Justification: As a client service agency, FMCS must be located in proximity to or have access to our clients in order to effectively and efficiently utilize our space. FMCS has specified the above boundaries because of the proximity to our clients and the highway access network to and from our space that this location would provide. Offered space must meet Government requirements for fire safety, accessibility, seismic and sustainability standards per the terms of the Lease. The proposed leased space shall be fully serviced. Offered space shall not be in the 100 or 500 year flood plain. Expressions of Interest Due:February 4, 2013 Market Survey (Estimated): February 25, 2013 Offers Due (Estimated): April 1, 2013 Occupancy (Estimated): August 24, 2013 SUBMISSION REQUIREMENTS Interested respondents may include building owners and representatives with the exclusive right to represent building owners. Representatives of building owners must include the exclusivity agreement, representation letter, listing contract or other executed agreement granting the exclusive right to represent the building owner with their response to the advertisement. Expressions of interest must be submitted in writing and should include the following information at minimum (This is not an invitation for bids or a request for proposals): • Building name/address; • Legal property description, recent survey, and property identification numbers (PIN); • Location of space in the building and date it will be available; • One-eighth inch scale drawing of space offered; • ANSI/BOMA defined office area/useable square feet (ABOA SF); • Rentable Square Feet (RSF) offered and rental rate per square foot, specifying services, utilities, and tenant improvement allowance included; • Common Area Factor used to determine the RSF; • Name, address, telephone number, and email address of authorized contact; • In cases where an agent is representing multiple ownership entities, written acknowledgement, and • Permission to represent multiple owners for the same submission. AUTHORIZED CONTACTS GSA is using a tenant broker to represent the Government in lease negotiations for this transaction. In no event shall a potential offeror enter into negotiations or discussions concerning a space to be leased with representatives of any Federal agency other than the authorized officers and employees of the General Services Administration (GSA) or their authorized representative UGL Services Equis Operations Co.
