- PURPOSE: The U.S. Bureau of Reclamation (Reclamation), Upper Colorado Region has a requirement for heavy Equipment Rental for the Provo Area Office Forced Account (PAO FA) Group in the Provo Area Office. This requirement is being procured in accordance with Part 13 of the Federal Acquisition Regulations as a full-and-open competition and anticipates awarding an Indefinite Delivery Indefinite Quantity (IDIQ) contract. Reclamation intends to issue a competitive solicitation for this requirement. Based on market research and Industry Day conducted on 12/28/2012, it was determined that insufficient numbers of small businesses expressed interest in being a Prime contractor on this project, and as such, it is anticipated to be full-and-open competition. PROJECT DESCRIPTION: The principal components of the work are listed under the project description below: 1. Provide various pieces of heavy equipment for rent as will be stated in Section B of the solicitation. 2. Delivery and pick-up equipment to site locations which shall be determined prior to award of each Delivery Order. 3. Provide maintenance and repair services, as needed, to the rental equipment as well as Government-owned heavy equipment on site. NAICS AND SIZE STANDARD: The NAICS code for this project is 532412 with a small business size standard of $30 million. COMPETITION: Solicitation R13PS40019 is anticipated to be conducted as a full-and-open competition. The Government reserves the right to award with or without discussions. The project specifications will be defined in the solicitation document. Project locations will be specified in each of the delivery orders prior to award. The solicitation will require a substantial bid guarantee of 20% of the proposed price. The Contract will require payment and performance bonds for 100% of the contract price. Offerors must have sufficient bonding capacity. SOLICITATION RELEASE DATE: The release date for the final and formal solicitation No. R13PS40019 is anticipated between January and February 2013. Interested parties are encouraged to monitor this announcement for updates and the release of the solicitation documents. The solicitation documents for this procurement will be accessible from the Federal Business Opportunities (FBO) website, www.fbo.gov. It is, and will continue to be, all potential offeror's responsibility to monitor the FBO website for any amendments, updates, responses to questions and answers, etc. as the Government will not be providing any other methods of information dissemination. SYSTEM FOR AWARD MANAGEMENT (SAM, www.sam.gov): The System for Award Management (SAM) is a recently implemented Federal Government owned-and-operated FREE web site that consolidates the capabilities in Central Contractor Registration (CCR)/Federal Register (FedReg), Online Representations and Certifications Application (ORCA), and Excluded Parties List System (EPLS). Offerors must be successfully registered in SAM in order to be considered for a Government contract award. If you had an active record in CCR, you have an active record in SAM. ADDITIONAL INFORMATION: The PAO FA Group provides in-house construction services on Government facilities, and on facilities of other federal agencies. These services vary widely from embankment dam repair work to wetland mitigation construction efforts. The location of construction also varies, and may be located anywhere in the 17 western states; however, the preponderance of construction projects fall within two general geographic areas. The purpose of this contract is to provide for the heavy equipment rental needs of the PAO FA by breaking the 17 western states into two regions - a North region and a South region. Award of this contract may be to a single vendor, or to two vendors - one for the North Region, and one for the South Region. The regions will be defined in the solicitation. The Government intends to make award to the responsible offeror submitting a proposal, which conforms to the solicitation and is most advantageous to the Government. Technical information required to be submitted with the bid will be identified in the solicitation.
