- Description
- The Naval Air Systems Command intends to award a modification to the Cost Plus Fixed-Fee (CPFF) Delivery Order 4119 under Basic Ordering Agreement N00019-08-G-0010 on a sole source basis with Sikorsky Aircraft Corporation. This effort will include all labor and materials required for the integration and flight testing of both Unguided and Guided (Advanced Precision Kill Weapon System (APKWS)) Rockets capability on MH-60 Sierra and Romeo aircrafts. The effort includes testing to support the integration of the Digital Rocket Launcher (DRL) on the MH-60 Sierra and Romeo aircraft and includes, but not limited to, aircraft load analysis, aircraft strength and fatigue analysis, aircraft ground support during test, aircraft instrumentation, aircraft maintenance plans and Integrated Electronic Technical Manual (IETM) updates. This effort is intended to encompass Options for recalibration, engineering analysis, and support for flight test events. This action is being awarded on a sole source basis to Sikorsky Aircraft Corporation, in accordance with FAR 6.302-1 "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements;" because, as they are the MH-60 Sierra and Romeo manufacturer, they are the only qualified source which possesses the detailed knowledge of the MH-60S and MH-60R design to allow them to perform these efforts in a timely and cost effective manner.
