Description
otice of Intent 2013-54689 The Procurements and Grants Office (PGO) intends to award a sole source, firm fixed price SAP, in accordance with FAR Part 13.106.1, using simplified acquisition procedures for the following requirement necessitated by the Division of Parasitic Diseases & Malaria (DPDM), both PGO and DPDM are offices of the Centers for Disease Control and Prevention (CDC). This sole source purchase order will occur between the CDC and the University of Illinois, 506 S Wright ST, 364 Henry Admin Bldg., Urbana, IL, 61801-3620. This is a follow-on requirement for routine maintenance and periodic upgrades for the Malaria Risk Map Application that was created uniquely for CDC under previous SAPs. Performance Work Statement Support of Malaria Branch Malaria Risk Map Application The Malaria Branch at the US Centers for Disease Control and Prevention conducts domestic surveillance, investigations, and studies of malaria to develop effective methods for the prevention, control, and elimination of malaria in the United States and worldwide. The Domestic Unit of the Malaria Branch is responsible for determining malaria risk information used by physicians and travelers to make prophylaxis treatment recommendations and blood banks to make blood donation deferral decisions among US residents. The Malaria Risk Map Application is an interactive online map that provides country-specific information on the presence of malaria and CDC recommendations for malaria prophylaxis. Since its release, the map has been used by health care workers, blood banks, and the general public; the site receives over 400,000 hits daily. The Malaria Risk Map was developed specifically for the Malaria Branch through previous contracts. The application visually displays map data via GIS software and allows the user to find locations quickly and efficiently while multiple web based interfaces are taking place. The application is now fully functional and is being hosted and maintained by the National Center for Supercomputing Applications. The next phase of the process is to provide support for routine maintenance and periodic upgrades in the malaria risk information as new epidemiologic information becomes available. These efforts will ensure that CDC is providing the most accurate information to health care workers, blood banks, and the general public on malaria risk. B. PURPOSE This contract seeks to support the Centers for Disease Control and Prevention's Malaria Branch by: a. Providing server support to the Malaria Risk Map Application housed at the Advanced Computation Building on the campus of the University of Illinois. Will include management of the operating systems with patches, security monitoring, and configurations. b. Supporting routine maintenance and administration of the Malaria Risk Map Application to include a system for backups of critical data, and on-going monitoring of system functionality. c. Providing routine and as needed updates to the Malaria Risk Map Application to ensure the most recent epidemiologic information on malaria risk is available through the application for the U.S. public. C. PEFORMANCE WORK STATEMENT The vendor will provide on-going analysis of the existing application in order to maintain and improve the functionality of the system. The vendor will provide updates to the application based on recommendations from the CDC's Malaria Branch. This information may include modifications to current risk information or the inclusion of new malaria risk information. The vendor will work to ensure that application downtime required for upgrades is minimal and occurs during non-business when possible. F. GOVERNMENT FURNISHED MATERIALS The government shall provide updates on changing or new malaria risk areas as well information on program glitches or problems as reported by health care providers, blood donation centers, and the general public. G. PERIOD OF PERFORMANCE The period of performance shall be a five year purchase order. Which will entail a one year base period and five, twelve month options after the date of award. H. DELIVERABLES The vendor shall provide the following deliverables to the Project Officer by the dates required. Software and programming updates to be made on a monthly basis or more frequently as requested by the Malaria Branch. Routine maintenance of the Malaria Map will occur on a monthly basis. Performance Matrix: Malaria Map Maintenance and Upgrades Program Analyst Task/Deliverable Performance Indicator Surveillance Method Provide monthly routine maintenance of the Malaria Map Application to assure optimal performance. Routine maintenance to include security monitoring checks and data back-ups are completed. -Maintain documentation of security monitoring checks. -Maintain documentation of data back-ups. Provide monthly upgrades to the Malaria Map Application based on epidemiological information provided by the Malaria Branch at CDC. Upgrades and changes to epidemiological risk areas are made within 1 week of notification. - Maintain a listing of routine system upgrades. - System check by malaria branch to assure risk area changes are completed and made correctly. The National Center for Supercomputing Applications at the University of Illinois appears to be the only organization to provide the services required as they are the creators of this unique application created specifically for the CDC. This advertisement ends in 3 days accordance with FAR 5.203 (A) (1). No Request for Quotes (RFQ) will be issued based upon this Notice of Intent.
