Description
NSN: Not Applicable. P/N: Not Applicable. The purpose of this requirement is to provide continuing engineering and technical data services required to determine the stress and load characteristics and/or loading environment of specified areas of the AC-130, MC-130, HC-130 and EC-130; provide engineering and data services to define the usage and operational environment of Special Operations Forces (SOF) C-130’s; provide support for the SOF Mechanical Equipment and Subsystem Integrity Program (MECSIP), Avionics Integrity Program (AVIP), and Diminishing Manufacturing Sources and Material Shortages (DMSMS) programs; maintain and deliver up-to-date aircraft models, and provide other generic engineering and technical support not meeting any of the above categories as tasked by the System Program Office (SPO). The Contractor shall provide continuing engineering services, structural support, analytical engineering studies, prototyping, and structural testing to support the SOF C-130s (AC-130, MC-130, HC-130, and EC-130). The contractor shall provide “quick look” report for critical engineering support issues correctly and without delay. Existing aircraft structural models and usage databases will be updated and improved to reflect the current mission profiles, hardware configurations, and usage. Contractor shall continue the analysis of several known problematic areas on SOF C-130 aircraft, and conduct studies and/or data acquisition as tasked by the Government. Contractor shall analyze and provide recommendations for the Airworthiness, Configuration Management and System Safety Processes for all SOF C-130 platforms. Contractor shall provide for the study and analysis of other as yet unknown engineering problems found during routine maintenance and operations of Special Operations forces. Contractor shall provide technical and/or engineering support to ongoing activities of SOF C-130 System Program Office. As directed, the Contractor updates existing SOF C-130 aircraft models, including structural models, to reflect the AC-130, MC-130, HC-130 and EC-130 configurations and loadings; identifies (through computer models, records surveys, Non Destructive Inspections (NDI), and other methods deemed appropriate) AC-130, MC-130, HC-130 and EC-130-specific high-fatigue and/or corrosion areas, and other areas exhibiting accelerated deterioration of structural soundness on the AC-130, MC-130, HC-130 and EC-130; performs life predictions on these areas on this aging aircraft; assists in gathering improved usage and loading data; collects usage and loading data, improves and creates databases as required to improve access to usage and life-cycle data; notifies the Government of technical data discrepancies; provides other engineering assistance as tasked; suggests solutions to extend/maintain the weapon system’s economically viable life as the system continues to age. DELIVERY SCHEDULE: Twelve (12) month basic period of performance with four (4) option periods of twelve (12) months each. Intended Source: The Corporation of Mercer University, d.b.a. Mercer Engineering Research Center (MERC), 135 Osigian Blvd, Warner Robins, GA 31088. CAGE CODE: 1WDH9. MERC is the only source known that can satisfy the needs of the agency. Authority: 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, only one or a limited number of responsible sources and no other supplies or services will satisfy agency requirements. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(2)(ii)(A), the continued provision of highly specialized services when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within thirty days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. In accordance with FAR 5.206, Notice of Subcontracting Opportunities, the information regarding this effort is posted in this synopsis. Interested sources should contact Mercer Engineering Research Center for subcontracting possibilities. Any other questions should be directed to the buyer/PCO identified below. If your concerns are not satisfied by the Contracting Officer, an Ombudsman has been appointed to hear serious concerns that are not resolved through established channels. The purpose of the Ombudsman is not to diminish the authority of the contracting officer, but to communicate serious contractor concerns, issues, disagreements and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals in the source selection process. Solicitation will be uploaded to Federal Business Opportunities (FBO). Performance Based Work Statement and all Contract Data Requirements Lists will be uploaded to FBO with the solicitation.
