- SOURCES SOUGHT NOTICE The Uniformed Services University of the Health Sciences (USUHS), located on the Walter Reed National Military Medical Center (WRNMMC), Bethesda, MD, has a potential requirement to refuel a J.L. Shepherd Model 181 Panoramic Irradiator and install an attenuator. This is not a pre-solicitation notice and should not constitute as a Request for Proposals, Request for Quotations; nor construed as a commitment by the Government of any future action. The purpose of this sources sought notice is to seek feedback from the industry that identifies multiple sources, find interested vendors to foster competition, and to prepare the appropriate acquisition decision about soliciting this requirement as either a competitive set-aside or full and open; or proceed as negotiated sole source procurement. The Government is seeking firms relative to the North American Industry Classification Code (NAICS) 334517 - Irradiation Apparatus Manufacturing with a size standard of 500 employees. The scope of work involves installing a new cobalt source, removing the existing source for disposal, and installing a new attenuator. The Government is seeking commercial services to provide the following services: 1. Design and Build: a. The existing J.L. Shepherd Model 81 panoramic irradiator must be fitted with a removable attenuator to allow for high and low-dose rate irradiations while utilizing a single Co-60 source. The attenuator shall be made of lead and encased in stainless steel. b. A new 100 Ci Co-60 source with shielded source rod to fit the existing J.L. Shepherd Model 81 panoramic irradiator must be provided. 2. Install: a. Vendor will ship and install the attenuator on the existing J.L. Shepherd Model 81 panoramic irradiator. b. Vendor will ship and install the 100 Ci source and shielded source rod. c. Vendor will train AFRRI personnel on the use of all equipment provided. d. Vendor will provide the shipping cask and associated crates. 3. Source Removal a. Remove and take possession of the existing Co-60 source. Information regarding this source provided upon request. b. Vendor will provide the shipping cask and associated crates. All requested services should comply with all applicable Nuclear Regulatory Commission (NRC) regulations, Federal rules and regulations and the U.S. Department of Transportation regulations. Qualifications: Responses to this sources sought synopsis shall indicate specialized experience in installing a new cobalt source, removing the existing source for disposal, and installing a new attenuator. 4. Submission Requirements: Firms submitting responses shall present their information in a matrix format showing relevant contracts that are similar in scope that they have performed.
