- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The combined synopsis/ solicitation number is W91ZLK-13-T-0045. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 05-60. The Government contemplates award of a Firm-Fixed Price purchase order for custom three-ring binders. This requirement will be procured a 100% small business set aside on Army Single Face to Industry (ASFI). The binders within this requirement are custom items (exempt from Ability One set-aside under Federal Acquisition Regulation Part 8) due to specialized ring spacing and heavy-gauge covers required by soldiers deployed in extreme field conditions, and a non-standard 8.5 quote mark x 5.5 quote mark length/width. The Associated North America Industry Classification Code (NAICS) 424120 and the Business Size Standard is 100. RDECOM ARDEC, located at Aberdeen Proving Ground, Maryland requires custom firing table binders in three (3) sizes. NOTES to Offerors: Offers shall note the lead time or approximate delivery date for items offered. Acceptance shall be at destination. Shipping shall be FOB Destination to ARDEC's facility Located at Aberdeen Proving Ground, Maryland 21005. CLIN 0001: FT Binders 0.5 Inch Qty: 6,500 Unit Price: _____________ Total Amt: ______________ CLIN 0002: FT Binders 1.5 Inch Qty: 7,500 Unit Price: _____________ Total Amt: ______________ CLIN 0003: FT Binders 2.0 Inch Qty: 5,000 Unit Price: _____________ Total Amt: ______________ All items shall be in accordance with the attached technical specifications. Quotations failing to address all issues and requirements raised within the Technical Specifications will be found Technically Unacceptable. The award will be made on the basis of the lowest evaluated price of quotations meeting or exceeding the acceptability standards for the requirements/technical specifications stated above. The technical evaluation will be a determination based on information furnished by the vendor. The Government is not responsible for locating or securing any information which is not identified in the proposal. The Government reserves the right to make an award without discussions.
