Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is VA249-13-Q-0200 and is issued as a Request for Quote (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-63. The associated North American Industrial Classification System (NAICS) code for this procurement is 238220 with a small business size standard of $14 million. This requirement is a Service-Disabled Veteran Owned Small Business set-aside and only qualified offerors may submit bids. The Department of Veteran Affairs, 1639 Medical Center Parkway, Suite 400, Murfreesboro, TN 37129, 615-225-6460, intends to award a contract for the purchase and installation of a 1400 Ton Replacement Chiller for the Veteran Administration Medical Center (VAMC) - Cooper Division, 1101 Veterans Drive, Lexington, KY 40502. The salient characteristics are as follow: Clin 0001 - Furnish all labor, tools, materials and expertise to complete Project 596A4-12-102, Replace Obsolete Chiller #2, Lexington, VAMC-CD, per the scope description (see Attachment 1). The Building 4 Chiller Plant shall remain in operation (minimum of two (2) each chillers and cooling towers available) until the end of 2013 Cooling Season and one 950 Ton Chiller remaining in operations during off season. Changes described herein shall be completed no later than March 1, 2013. Clin 0002 - Add items 6, 7, and 10 (see Attachment 1) for cooling tower cell # 3 to item 1. Work will be completed by March 1, 2013. Clin 0003 - Add replacing cooling tower fill, louvers, drift eliminators, and lining the cold water basin of cells 1 and 2 to item 1. Work will be completed by March 1, 2013 Site visit has been arranged for the following date and time: Tuesday January 29th at 1500 EST This RFQ requires registration with the System for Award Management (SAM) (www.sam.gov) and verification with the VetBiz (www.vetbiz.gov ). The Contract will be awarded based on the Lowest Price, Technically Acceptable offer. It is the offerors responsibility to retrieve and review all attachments and amendments. The due date of this RFQ shall be 12 February 2013, 3:00pm Eastern Standard Time (EST). Offer must be valid thirty (30) after due date of RFQ.
