- Solicitation No. BBG50-13-01152013-WG Mobile Phone Survey Questions/Answers Q1. The opportunity is called various things throughout the document: pre-solicitation, combined synopsis/solicitation, RFP, and RFQ. Can you please confirm the type of opportunity? A1. RFP Q2. What type of contract does the BBG intend to execute: FFP or T&M? A2. FFP Q3. Price quotations are requested not to exceed Simplified Acquisition Threshold (SAT). The SAT is applied to Small Businesses, but the solicitation does not indicate that it is Small Business Set Aside. Is the solicitation full and open? A3. Small Business Set Q4. The Offeror must submit both a Price Quotation and Technical Information. Are there any page limits or other requirements for these two volumes? A4. No page limitation Q5. The proposal is due on February 7 at 2:00pm, but the opportunity indicates that fieldwork should be conducted between February 11, 2013 and March 30, 2013. Does the BBG still intend to stick with this fieldwork schedule? A5. Survey work will probably begin on or around March 15 Q6. Questions are due on January 22, but the solicitation indicates that it is a Monday. Monday is a Federal holiday. Should questions be due on Tuesday, January 22? A6. Tuesday, January 22 Q7. Are the demographic information questions that are required (i.e. gender, age, and education) included as part of the 10 survey questions? A7. NO Q.8 Currently the proposal notes a location variable. Can you please confirm what is meant by "location". For example is the requirement for urban/rural, or the city/village the respondent is located in at the time of the survey? A8. In most cases province and whether the location is urban or rural will be sufficient. However, in the event that potential vendors have means of identifying respondents' locations more precisely via technological means, that would be welcome. Q9. As the survey fieldwork is to commence by Feb. 11th please advise what is the intended date that BBG will notify applicants of an award date? A9. Survey work will probably begin on or around march 15 Q10. Could you please confirm this is the same opportunity that BBG released an RFI for last January 2012: https://www.fbo.gov/index?s=opportunity&mode=form&tab=core&id=df2e62eafd6073945443f02ee4ac6687&_cview=0 A10.
