- The Performance Work Statement (PWS) for the Technical Information Engineering Services (TIES) proposed solicitation was posted as a pre-solicitation announcement for informational purposes only on 4 January 2013. THIS POSTING DOES NOT CONSTITUTE ANY FORMAL SOLICITAION OR RFP. Rather, this posting constitutes formal responses to Industry submitted questions to the TIES representatives. An attachment which includes the responses can be seen below. At this time, any further questions pertaining to these responses will not be formally addressed. Please note the updated, attached PWS as part of this Special Notice. The U.S. Army Contracting Command-Aberdeen Proving Ground (ACC-APG) has a proposed a requirement for a three (3) year Multiple Award Indefinite Delivery Indefinite Quantity (MA IDIQ) contract in support of the Technical Information Engineering Services (TIES). The TIES program supports the U.S Army Research, Development, and Engineering Command (RDECOM), Communications-Electronics Research, Development, and Engineering Center (CERDEC), Intelligence and Information Warfare Directorate (I2WD). The support services to be acquired include technical, engineering, program management, prototype development, and fabrication and operations expertise in support of intelligence, electronic warfare and information system development. The contract will call for non-personal services encompassing all elements of the acquisition cycle. Support areas include mission analysis, concept exploration, prototype development, equipment integration, technology demonstration/validation, full-scale engineering development, test and evaluation, fabrication/prototyping, and fielding. The associated NAICS code for this effort is 541712. Additional information will be posted with the official Request for Proposal (RFP) which is anticipated to occur on or about 28 February 2013. Upon the issuance of Solicitation No. W15P7T-13-R-A204, proposals must be submitted within forty-five (45) days.
