- The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with Canberra Industries of Oak Ridge, TN for a Low Energy High Purity (HPGe) Germanium Spectrometer for the Radiation and Biomolecular Physics Division of the Physical Measurement Laboratory (PML) at NIST, Gaithersburg, Maryland. The Radiation and Biomolecular Physics Division develops, maintains and disseminates the measurement standards for ionizing radiations and radioactivity in the United States. The division pursues research in the fundamental physical interactions of ionizing and non-ionizing radiation with matter, including developing and using the key physical measurements needed in the study of biological systems and their function. The theoretical and experimental efforts support radiation and nuclear applications in health care and worker protection, advance spectroscopic methods to enable biotechnology and medical applications, enhance environmental protection, and support national security and defense. The Low Energy High Purity (HPGe) Germanium Spectrometer is required for use in the Dosimetry Group, of the Radiation and Biomolecular Physics Division, in support of the program standards development for healthcare, namely air-kerma standards for mammographic x-rays. As new beam qualities are being developed by NIST to match those used in the clinics for digital mammography, measurement of the energy spectrum of photons from the x-ray tube is necessary to accurately determine correction factors for primary standard free-air chamber. The new HPGe Spectrometer will be added to the existing mammography calibration range, measuring the x-ray spectra and enabling direction realization of air-kerma (related to patient dose). Due to incompatibility of the use of liquid nitrogen in the mammography calibration lab, the spectrometer must be cooled by a mechanical type cooler. Canberra Industries, Inc is the sole HPGe Spectrometer manufacturer capable of providing the system that meets NIST requirements. Specifically, NIST requires: 1. Energy resolution must be at least 200 eV (FWHM) at 5.9 keV; 2. Energy range from at least 3 keV to 300 keV; 3. Entrance window thickness must be less than 0.04 mm beryllium; 4. Must have a mechanical type cooler (no liquid nitrogen is allowable). Canberra Industries, Inc is the sole manufacturer and distributor of their instruments in the United States. The North American Industry Classification System (NAICS) code for this acquisition is 334519, with a size standard of 500 employees. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by February 6, 2013 will be considered by the Government.
