- Description
- The U.S. Geological Survey (USGS), National Research Program, Western Branch, requires services, non personal, to provide all tools, equipment, materials, personnel and management to provide scientific research and research tools to better understand the time-scales of N fluxes in ground water affected by agricultural land use practices in the Corn Belt, databases, and a written report in accordance with the statement of work. The Government intends to award this requirement noncompetitively IAW FAR 13.106-1(b) (1), to Dr. Lixia Liao due to the highly specialized nature of the work required, there are no other contractors that could feasibly do the work other than Dr. Lixia Liao, because using another contractor would require months for even a highly qualified PhD researcher to get up to speed where as Dr. Liao has an intimate knowledge of the specialized models and geochemical datasets due to her previous work of the on-going project as a student independent contractor. There is no other known contractor that has this unique knowledge and experience to do the work. Other interested concerns having the ability to furnish these services/supplies shall submit a capabilities statement to the Contracting Officer no later than the closing date of this announcement. All submissions will be evaluated to determine if competitive opportunities exist. This is NOT an RFQ. This does represent the Governments only written notice of this procurement. All responsible sources may submit a response which, if timely received, must be considered by the agency. Place of Performance: Menlo Park, CA This notice and any resulting contract or order conforms to the requirements in place through FAC 05-64 (effective 21 Dec 2012). All questions regarding this procurement shall be in writing, and addressed to Cheryl Fitch at cfitch@usgs.gov no later than 1/26/2013.
