- SYNOPSIS: The Air Combat Command Acquisition Management and Integration Center (ACC AMIC), Langley Air Force Base, Virginia, has a requirement for Human Resources/Multiple Personnel Functions (MPF) services support. ACC AMIC hereby publicizes its intention to solicit for non-personal services to provide administrative and personnel support for the Military Personnel Element (MPE) and the Civilian Personnel Element(CPE)of the MPF requirement. The contractor shall support ten ACC installations and three Air Force Global Strike Command (AFGSC) installations. The ACC installations include: Davis-Monthan, Dyess, Ellsworth, Holloman, Langley, Moody, Mountain Home, Nellis, Seymour-Johnson, and Shaw AFBs. The AFGSC installations include: Barksdale, Minot and Whiteman AFBs. The MPE is the single manager of Military Personnel Data System (MILPDS) for all units and members serviced, whether on base or geographically separated. The mission of the MPE is to provide quality personnel support through the administration of personnel programs to commanders, military members & their families, and retirees, in both peacetime and wartime. The CPE is the single manager of base appropriated funds personnel. The mission of the CPE is to provide quality personnel support through the administration of personnel programs to commanders and appropriated employees, in both peacetime and wartime. Personnel functions include: support for the Defense Enrollment Eligibility Reporting System (DEERS) & the Real-time Personnel Identification System (RAPIDS) issuing facility, Automatic Records Management System (ARMS), Modern Defense Civilian Personnel Data System (MDCPS), Common Access Cards, military awards and decorations programs. This requirement will be solicited as a competitive commercial acquisition reserved for eligible 8(a) firms IAW FAR 19.805-1. A single solicitation will be issued for this effort utilizing the Lowest Priced Technically Acceptable (LPTA) source selection procedures. All proposals shall be evaluated as a whole. Offerors must propose on all CLINs including both ACC and AFGSC as only one source will be selected for award to the single offeror who is deemed competent and responsible in accordance with FAR Part 9 and whose proposal is deemed technically acceptable with the lowest evaluated price. However, for the ease of administration, two firm-fixed-price (FFP) contracts, one for ACC and one for AFGSC, shall be awarded. The estimated period of performance for both resulting contracts will consist of a thirty-one (31) day transition period (estimated as 1 - 31 October 2013), an eleven-month base period (estimated as 1 November 2013 through 30 September 2014) and four (4) one-year option periods. To ensure all parties have maximum opportunity to participate in this acquisition, a draft Request for Proposal (RFP) and draft Performance Work Statement (PWS) will be posted for industry review and comment no later than the week of 4 February 2013. Interested parties will be asked to review these documents and provide comments, questions, or suggestions via e-mail. The Government will consider and respond to all inputs received. The anticipated issue date for the official RFP is on or about 28 February 2013, with the anticipated date for receipt of proposals on or about 1 April 2013. The anticipated award date is on or about 30 September 2013. The Government plans to use the Internet and e-mail as the primary means of disseminating and exchanging information. Hard copies of documentation will not be made available. Solicitation, amendments and other miscellaneous documents will be posted to the Federal Business Opportunities (FEDBIZOPPS) website at http://www.fbo.gov. It is the responsibility of each offeror to review the website for notice of amendments, updates or changes to current information.
