- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in the notice. This announcement constitutes the only solicitation. Request for Quotes are being requested and a written solicitation will not be issued. Requisition Number W81EWF-21355411 is being issued as a Request for Quotation. The North American Industry Classification System (NAICS) code is 811310 (SIC 7699). Size Standards is $7.0 million. The USACE, Engineer Research & Development Center, Geotechnical and Structures Laboratory (GSL) Concrete and Materials Branch have a need for the following: Background: The Baldwin 440-kip Universal Testing Machine located in Vicksburg, Ms in its present state has limited functionality due to backlash problems and a leaking lower bladder. Repair of a Baldwin 440-kip Universal Testing Machine. Line Item 0001: Material Cost for the Baldwin 440-kip Universal Testing Machine Repair. Line Item 0002: Service/Installation for the Baldwin 440-kip Universal Testing Machine Inspection and Repair Line Item 0003: Travel to Vicksburg, Ms for Repair of the Baldwin 440-kip Universal Testing Machine Line Item 0004: Troubleshooting and Contingencies for Repair of the Baldwin 440-kip Universal Testing Machine. Total: All cost associated with inspection by qualified service personnel to determine what actions need to be taken to return the machine to good working order shall be included in the quote. Location is Vicksburg, MS. An organized site visit will be held at the Engineering Research and Development Center (ERDC), Vicksburg, MS, Thursday 31 January 2013 beginning at 0900 hours (9:00am) CST. Please respond Robert Jones at Robert.J.Jones@usace.army.mil if you are going to be in attendance. This visit will consist of inspection of the Baldwin Universal Testing Machine in the accompaniment of Government personnel. Offerors may not visit the Government owned facility at their own convenience for machine inspection. Offerors shall provide their own transportation for all site visits. Also, during all site visits, offerors shall not solicit advice or assistance from any Government or Contractor employee pertaining to quotation preparation. FAR Provision 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. Far Provision 52.212-2, Evaluation-Commercial Items, applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: a)Lowest price technically acceptable Offerors must include a completed copy of FAR Provision 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer.
