- Notice of Intent to Award a Sole Source Contract This ?Notice of Intent? is not a request for competitive proposals, however, all proposals received prior to the closing date of this notice will be considered by the Government. The Department of Energy?s (DOE), Office of Health, Safety and Security (HSS) has a requirement for immediate support to address the Defense Nuclear Facilities Safety Board (DNFSB) recommendations 2011-1, Safety Culture at the Waste Treatment and Immobilization Plant (WTP). This includes providing the requisite national level expertise in behavior science and safety culture evaluations to support all phases of the HSS. Notice of Intent to Award a Sole Source Contract The Government intends to award a sole source price modification to a time and material type contract to Human Performance Analysis, Corp (HPA) to satisfy this requirement. The period of performance for this contract modification will be for eighteen (18) months, if all options are exercised.. HPA is uniquely qualified to support HSS in providing these services due to its highly specialized knowledge in evaluation of safety culture principles in the nuclear safety industry and access to behavior science experts needed to successfully complete the project. HPA employs nationally recognized experts in safety culture and human performance to support reviews. HPA is unique in that it has experience providing reviews of a high visibility organization that has had a well publicized and independently verified breakdown in the safetly culture. Additionally, HPA also can provide experts with no previous history with the WTP situation or WTP review, which will ensure review independence and credibility. In accordance with Competition in Contracting Act, 41 USC 253 [c] [1], as implemented by FAR 6.302-1, other than full and open competition is authorized when there is only one responsible source and no other supplies and services will satisfy agency requirements. Interested parties may submit a capability statement by February 5, 2013 at 11:59pm local prevailing time (Washington, D.C.) via e-mail to obiajulum.diei-anene@hq.doe.gov. The written response must include a detailed discussion demonstrating experience providing services identified in this announcement and past performance client information for similar work. Questions regarding this notice are to be submitted via email to obiajulum.diei-anene@hq.doe.gov by January 28, 2013 at 8:00am local prevailing time (Washington, D.C.). Questions received after this date and time will not be addressed. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive requirement.
