- Amended RFQ 0003 Amendment 0003 Amendment 0003: PLEASE SEE ATTACHED AMENDMENT AND RFQ WITH CHANGES INCLUDED. The changes listed below have been made to the RFQ and Performance Work Statement (PWS). All changes in this amendment are listed below, and there are no other changes. All deadlines and requirements remain the same. Pages 4-5 2. Delete and replace with: 2. PRICING All paper will be sold in the market at prices determined by the Resource Information Systems, Inc. (RISI), Pulp and Paper International (PPI), Pulp & Paper Weekly (PPW) price for mixed paper. Where both an Official Board Market (OBM) price and PPW price are listed, the OBM price will be used. A. The Contractor should list, for each performance period, the percentage of the high price quote for Mixed paper it will offer NARA. B. Revenue: A billing price per ton shall be determined each month for the Secure Document Disposal Wastepaper. The percentage figure bid by the Contractor will be multiplied by the high price quoted for Mixed Paper then multiplied by the number of tons of Secure Document Disposal Wastepaper removed that month. The quote price will be taken from the PPW published on the most recent date prior to date of weighing, for the high tonnage quotes for the area in which the NARA facility/facilities are located. A MINIMUM of $1.00 per ton will be charged on the grade of the paper for the period of this contract. No freight charges will be paid by the Government for transportation of the Secure Document Disposal Wastepaper. In the event that the PPW becomes unavailable, a source of information acceptable by the Contracting Officer and Contractor shall be used as a basis for determining the prices to be paid for wastepaper purchased and removed under this contract. Sample Calculation: If the percentage figure quoted were 90% of the high market price for Mixed Paper; the price paid to the Government for Secure Document Disposal Wastepaper removed after the high tonnage quote published date, would be computed as follows: PPW, Vol. 34, No. 39, issued October 5, 2012. The price (high tonnage quote) was $74.00 per ton for Mixed Paper. Given the 90% Contractor quote, the price paid to the Government would have been $66.60 per ton. Pages 5-7 Change the "Unit Price" column for CLINs 0001, 0003, 0005, 0007, and 0009 to from "OBM High Tonnage Quote" to "PPW High Tonnage Quote". Page 58 1. Background Delete paragraph 3 and replace with: The National Personnel Records Center, St. Louis, MO and Civilian Personnel Records Center, Valmeyer, IL, has an ongoing need for the destruction of stored paper and cardboard that is no longer viable for record keeping purposes. The Record Center requires a smooth, continual process of shipping and destruction in order to create space for the new annual accessions that it receives from various agencies. In order to facilitate the process, the Government desires to create a no-cost contract for the shipping, storage, and destruction of the stored records while receiving revenue for part of the recycled paper value per the high Pulp and Paper Week (PPW) for the area nearest the NARA facility/facilities for mixed paper. Page 67 7.1 Delete and replace with: 7.1 Quarterly Reports: The Contractor shall provide NARA with detailed monthly accounts of a) the volume of paper processed and recycled measured in pounds / tons; and b) the total value of that paper based on a composite price defined in accordance with high Pulp & Paper Week (PPW) for price at the area nearest the facility/facilities. Each quarterly report shall be provided to the CO and the COR. Page 68 7.2 Delete and replace with: 7.2 Payment to the Records Center. The Contractor will submit a payment 15 days after activity in accordance Receipt of Recycling Revenues clause based on the percentage of the high Pulp and Paper Week for mixed paper at the time of the weighing. NO OTHER CHANGES MADE.
