- This is a market survey for information only, to be used for preliminary planning purposes and to identify business with the capability to accomplish the work. This is not a solicitation for proposals. The Government will not pay for any information provided as a result of this market survey. This is a follow-on survey to that issued on 13 January 2011 to reflect revisions in the total maximum ordering capacity the Government will order under all issued contracts and the number of one-year option periods. The U.S. Army Engineer District - Japan is planning to solicit a Multiple Award Task Order Contract (MATOC) for environmental services to provide quality environmental services for various Department of Defense (DoD) components of the United States Forces Japan (USFJ) in Japan. Consistent with the Status of Forces Agreement between the United States and Japan, only local sources will be considered under this solicitation. Local sources are entities or organizations, for example, corporations or partnerships, that are physically located in Japan and authorized (i.e., licensed, registered, etc.) to perform in Japan, the type of work specified in this request for information. A MATOC is a type of Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract. Actual projects are awarded through the issuance of task orders. The multiple awardees will be given fair opportunity for task order awards, which mean MATOC contractors generally compete with each other for task orders. There are some exceptions to this rule, whereby competition may be reduced or task orders may be issued non-competitively to one contract holder. The Government anticipates award of two (2) or more contracts under the MATOC to experienced sources capable of performing a wide range of environmental service projects. The MATOC will consist of a one-year base period and two (2) one-year option periods. The total maximum amount the Government will order under all contracts combined is the not-to-exceed amount of $6,000,000 (or yen equivalent) with each base and option period having a maximum ordering capacity of $2,000,000 (or yen equivalent). The guaranteed minimum for the contract is $5,000 (or yen equivalent). Each task will have the following limitations: a. Minimum task order amount: $ 5,000 (or yen equivalent) b. Maximum task order amount: $2,000,000 (or yen equivalent) Although the requirements and environmental services awarded vary from year-to-year, specific types of work executed within the past two fiscal years can be categorized within the five types of environmental services listed below. Examples are provided for each environmental service type contract awarded. The figures (Japanese yen) provided represent the i) average contracting volume for each of the last four completed fiscal year (FY2009 through FY2012), ii) average contract award amount, and iii) range of the contract award amounts. This data is historical data provided only for information and does not represent an estimate of specific work requirements or amounts anticipated for the life of the MATOC contract. By its nature, an IDIQ contract such as the MATOC, indicates that actual required delivery dates and quantities are unknown. a. Environmental sampling, testing, monitoring, analyses and surveys. Project examples: waste-water & drinking water surveillance, air emission source testing for boilers and generators, petroleum oil lubricant tank integrity testing. i)Average yearly volume: 78,456,000 ii) Average contract award: 5,705,000 iii)Range of award amounts: 797,000 - 32,856,000 iv)Number of awards: 55 b. Environmental impact analysis documentation Project example: Environmental Reviews in accordance with Executive Order 12114. i)Average yearly volume: 16,308,000 ii)Average contract award: 10,872,000 iii)Range of award amounts: 6,606,000 - 18,984,000 iv)Number of awards: 6 c. Scientific and technical investigations and studies Project examples: biological surveys (flora/fauna); cultural resource survey, archaeological testing, erosion control studies. i)Average yearly volume: 36,284,000 ii)Average contract award: 3,922,000 iii)Range of award amounts: 512,000 - 15,263,000 iv)Number of awards: 37 d. Planning studies and management plans Project examples: Historic American Building Surveys, Integrated Natural Resource Management Plan update. i)Average yearly volume: 25,356,000 ii)Average contract award: 5,338,000 iii)Range of award amounts: 2,164,000 - 20,224,000 iv)Number of awards: 19 e. Remedial actions, mitigation, and environmental-related site improvements Project examples: asbestos survey, PCB disposal, erosion stabilization, ryukyu pine conservation measures. i)Average yearly volume: 160,005,000 ii)Average contract award: 10,322,000 iii)Range of award amounts: 797,000 - 213,742,000 iv)Number of awards: 62 The Government will provide the Contractor a statement of work or performance work statement with each task order under the MATOC. The contractor will be required to comply with the Japanese Environmental Governing Standards; Japanese national or local environmental laws and regulations; United States (U.S.) environmental laws and regulations and/or DoD policy and instructions and all other requirements of the contract and task orders. Task order award will generally be based on any one, or combination of the following criteria which will be specified in the individual Request For Proposals (RFP) for task orders. a. Proposed price b. Technical competence c. Past performance d.
