- NAVFAC Southwest is actively seeking small business entities that can satisfy the following requirement. The government intends to award multiple Power Purchase Agreements (PPAs) for the purchase of energy from a renewable generation source installed at various Navy and Marine Corps installations in the NAVFAC Southwest Area of Operations. This energy must be at a lower cost to the installation than conventional brown power on a Net Present Value (NPV) basis over the term of the contract. The Government is NOT seeking to purchase or retain ownership of the power plant at the end of the contract term. The North American Industry Code Standard (NAICS) is 221118 for Other Electric Power Generation. The business size standard is defined as a firm, including its affiliates, which is primarily engaged in the generation, transmission, and/or distribution of electric energy for sale and its total electric output for the preceding fiscal year did not exceed 4 million megawatt hours. The government intends to acquire lower cost energy generated from renewable energy systems that are constructed, owned, operated, and maintained by the successful offeror(s) on Government property located within installation boundaries. The anticipated minimum contract term is twenty (20) years base period plus ten (10) year option period, pursuant to the statutory authority of 10 United States Code (USC) 2922a, and the Federal Acquisition Regulation (FAR), and its supplements. The Government intends to award PPAs at multiple sites, including Naval Air Facility (NAF) El Centro, Naval Weapons Station (NWS) Seal Beach, Naval Station Activity Fleet Numerical Meteorology and Oceanography Center (FNMOC) Monterey, and Naval Base (NB) Ventura (Naval Warfare Surface Center (NWSC) Port Hueneme Division). A Performance Guarantee for the life of the contract to both the Government and to any financial entity or third party owner of the generation asset will be required. It is paramount that offerors demonstrate their financial capability, or otherwise their ability to enter into a financial partnership, to develop and construct the generation asset, and to provide the Performance Guarantee of energy production for the life of the contract. The Government is seeking to determine if Small Businesses are capable of providing the required services. The specific information the Government seeks for this Sources Sought is described below: (1) Name and brief description of company. (2) Size of company and identification of any socio-economic program certifications. Identify whether your company is Small Business (SB), Small Disadvantaged Business (SBD), Woman-Owned Small Business (WOSB), Economically-Disadvantaged Woman-Owned Small Business (EDWOSB), Historically Underutilized Business Zone (HUBZone) Small Business, an SBA Section 8(a) Business Development Program Participant (8(a)), or a Service-Disabled Veteran-Owned Small Business (SDVOSB). (3) Capability and pertinent experience in providing a long term PPA. Describe the type and length of service provided. Identify customer for whom service was provided including point of contact information: name, company name, title, telephone number, and email address. Describe your specific involvement in the PPA. (4) Demonstrate your financial capacity to develop and construct a renewable generation asset and Performance Guarantee of energy production for a 20 year PPA. Provide information regarding any financial partnerships or third party financing you have received within the last five years. Responses to this notice are not considered offers and will not be accepted by the Government to form a binding contract.
