Due by 1600 on 29 Jan 2013. 24 JANUARY 2013 UPDATE: FULL DRAFT SOLICITATION The full version of the Draft RFP is hereby posted. It includes Sections L and M, as well as all available attachments. DRAFT RFP INDUSTRY FEEDBACK The Government is still addressing written Draft RFP feedback received to-date. Although the Draft RFP posted today may not appear to have addressed all feedback received, the Government's intent is to consider all written Draft RFP feedback received by 12:00 Noon on 8 Feb 2013 when finalizing the official RFP. This includes Draft RFP related written feedback previously received. Please send the written feedback via email to Jessica McGee at jessica.mcgee@navy.mil. Preferably, narrow the written feedback in response to the attached list of questions. The intent of feedback at this point in the pre-solicitation phase is to ensure quality and accurate offers can be prepared. Contractors are directed NOT to provide PROPRIETARY information as feedback. Information and materials submitted to the Government WILL NOT be returned. Classified material SHALL NOT be submitted. The Government is not obligated to, and will not pay for, any information received from potential sources as a result of this posting. Written Draft RFP feedback from industry will be considered while the Government team finalizes the RFP for formal release. The Government does not intend to itemize each comment or question received and provide corresponding responses, unless the Government team determines it to be in the best interest of offerors. PRE-SOLICITATION CONFERENCE and NAS PAX SITE VISIT The pre-solicitation conference is hereby re-scheduled for Tuesday, 5 FEB 2013 at Squadron VX-23 on NAS PAX, where T-45 T&E aircraft maintenance is conducted. The day will also include a site visit of the T-45 maintenance spaces at VX-23. A daily agenda is not yet finalized and will be individually provided to each company registered by COB Friday, 1 FEB 2013. The general timeframe will cover approximately 0900 to 1500, with a break likely for lunch. There will not be one-on-one sessions scheduled with individual companies. Space is limited; therefore, attendance to the Conference and Site Visit is limited to two representatives per company. Parking is also limited at VX-23; therefore, the Government is considering providing transportation from a convenient location to VX-23 to conserve parking for employees at VX-23. Transportation details will be provided individually to each company registered by COB Friday, 1 FEB 2013. There is no fee to attend. The Government will not reimburse attendees for any cost associated with attending the Conference or Site Visit. Following the conference and site visit, the Government will post the briefs and attendance lists to FBO for those unavailable to attend. Registration via encrypted e-mail for the Pre-solicitation Conference and/or NASP PAX T-45 Site Visit shall be submitted to Jessica McGee at jessica.mcgee@navy.mil no later than 1600 EST on Tuesday, 29 JAN 2013. NO MORE THAN TWO PARTICIPANTS PER COMPANY FOR EACH EVENT. Please submit a Visitor Form for each attendee with each registration request. Even retired military members shall complete a Base Visitor Request Form, since this event is considered official business and must be noted in the base access visitor system accordingly. ANTICIPATED OFFICIAL SOLICITATION RELEASE The Government anticipates release of the official solicitation by the end of February. Proposals will be due 60 calendar days after official solicitation release.
