- JUSTIFICATION AND APPROVAL FOR A LIMITED SOURCE AWARD UNDER A FEDERAL SUPPLY SCHEDULE 1.Contracting Activity: Department of Veteran Affairs Office of Acquisition Operations Technology Acquisition Center 260 Industrial Way West Eatontown, NJ 07724 2. Description of Action: The proposed action is for a twelve (12) month Firm-Fixed-Price (FFP) delivery order for Universal Coder licenses and maintenance for the Veterans Service Network (VETSNET) Compensation and Pension (C&P) Code 1 System and Address Validation. This effort is proposed to be awarded under General Service Administration (GSA) Federal Supply Schedule (FSS) GS-35F-0265X sole source to Immixtechnology, Inc. 8444 West Park Drive, Suite 200, McLean, VA 22102-5112. 3. Description of Service and Supplies: The proposed action is to procure software licenses and maintenance services for the current VETSNET C&P Code-1 System and Address Validation. This allows for updates to the existing address software licensed to VA. The licenses needed to run the Code-1 Servers are listed below. Statutory Authority: Federal Acquisition Regulation (FAR) Part 8.405-6(a)(1)(i)(B), Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. 5. Reason for Authority Cited: The proposed source is Immixtechnology, Inc., 8444 West Park Drive, Suite 200, McLean, VA 22102-5112. The VETSNET application suite software is currently designed using the Code-1 software application-programming interface (API). To use another, different version of the software would require a redesign/rewrite of the software suite. This universal coding software provides addressing validation, correction, and standardization technologies for the United States and other countries. This software will ensure data quality in real-time for the VETSNET application. The universal coding software is provided by the United States Postal System through licensing and distribution via Pitney Bowes Software Inc. (PBSI). The software is proprietary property of PBSI. PBSI is the owner, developer and manufacturer of the source code to the software and has exclusive rights to distribute the software or authorize resellers. PBSI's sole reseller of the software is Immixtechnology, Inc. No other vendor has end user distribution rights to the source code. 6. Efforts to Obtain Competition: Market research was conducted, details of which are in the market research section of this document. This effort did not yield any additional sources that can meet the Government's requirements. In accordance with FAR 8.405-6 and FAR 5.3, the delivery order will be synopsized and this Justification and Approval (J&A) will be made publicly available at www.fedbizopps.gov. 7. Actions to Increase Competition: PBSI owns the rights to the universal coding software and only has one authorized reseller. For future procurements, this agency will work with the program office to perform ongoing market research to identify any alternative solutions that may become available. 8.
