Description

NOTICE: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The Request for Proposal (RFP) is VA786-13-R-0121. No other solicitation will be issued in response to this announcement other than this announcement and the attachments. Proposals in response to this combined synopsis/solicitation are due February 15, 2013 by 2:00PM MT and shall be emailed to derek.reed@va.gov. Contract award will be made to the offeror whose proposal is responsive, and offers best overall value to the Government. This RFP incorporates provisions and clauses which are in effect through Federal Acquisition Circular FAC 2005-61. The type of contract being contemplated is firm fixed price. The associated North American Industrial Classification System (NAICS) code for this procurement is 561730, and the small business size standard is $7.0M. This requirement is set-aside 100% for Service Disabled Veteran Owned (SDVOSB) Small Business Concerns; and only qualified and eligible SDVOSB concerns may be considered for possible contract order award. Information concerning an organized site visit is listed in the statement of work attached. The place of performance is Kerrville National Cemetery located at 3600 Memorial Blvd., Kerrville, Texas, and though all work will be accomplished at Kerrville National Cemetery, proposals and correspondence thereof shall be sent to the National Cemetery Administration, Central Contracting Division, located at 155 Van Gordon Street, Lakewood, CO 80225, and marked for the attention of Mr. Derek C. Reed, Contract Specialist. Project work includes, but is not limited to the general contractor providing all plant, labor; tools, parts, equipment, transportation and incidentals required to plan, coordinate, organize, manage, and perform the activities of mowing and trimming; application of fertilizer, herbicides and pesticides; and irrigation system maintenance described by the Performance Work Statement. The end-product is to provide and maintain a healthy and aesthetic appearance of the Cemetery grounds. Information regarding the contract period of performance and how offerors will be evaluated are contained in the attached documents. Offerors/quoters must be registered in the System for Award Management (SAM) at https://www.sam.gov to be eligible to receive award. In addition, SDVOSB concerns must be registered and have an active account in www.vetbizregitery.gov to be eligible to receive an award. The selected Offeror must comply with the following commercial services terms and conditions, which incorporates by reference: FAR 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items - the selected offeror must submit a completed copy of the listed representations and certifications; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; FAR 52.212-5- Contract Terms and Conditions Required to Implement Statues or Executive Orders - Commercial Items.
