Description
The US Army Contracting Command - New Jersey, Picatinny Arsenal, NJ 07806-5000, on behalf of the U.S Army Armament Research Development and Engineering Center (ARDEC), is seeking companies capable of developing a transparent ceramic armor design which consists of the compositional grading of a ceramic-glass interface referred to as a Functionally Graded Material (FGM) approach (Figure 1). Specifically, this entails the interpenetration of two phases- the transparent polycrystalline ceramic phase with an amorphous glass phase. Specific materials of interest are: transparent nanocrystalline ceramics such as magnesium aluminate spinel and aluminum oxynitride spinel and silicate glass types, e.g., soda-lime, fused silica. The transparency, while critical, involves post-processing steps of polishing the ceramic surface and is not the focus of this effort. This effort is focused on the mechanical properties enhancement that may be achieved by the FGM approach (versus the existing quote mark laminate quote mark interface design wherein a ceramic slab is essentially quote mark glued quote mark to a glass slab using a transparent polymeric material). The preferred extent of the compositionally graded phase thickness is approximately 0.1 inch but may vary up to 0.25 inch. An example approach of the process might be to start with a physical mixture of nanocrystalline ceramic powder (A) and glass powder (B) that can be compositionally graded by mass or volume percent and sintered in that configuration. For example, as illustrated in the figure below, starting with 100% of A and 0% of B, then continuing, 90% of A and 10% of B, 80% of A and 20% of B, etc., until 0% of A and 100% of B is achieved. The volume or mass percent would need to be tightly controllable. The process is required to have the capability to sinter the nanocrystalline ceramic to near theoretical maximum density. It is preferred that the manufacturing process be able to produce a 12 quote mark x12 quote mark x1 quote mark square geometry product, but this is not a requirement for this effort. Supporting evidence of the realization of this design with applicable microscopy which shows the microstructural detail and confirms the presence of the ceramic - glass FGM phase is required. Firms/companies are invited to indicate their capabilities by providing specifications, brochures, manuals, reports, demonstration video, etc. and provide information of previous experience related to this type of work. The information provided will not be returned. All data should be sent at no cost to the US Government NO LATER THAN February 21, 2012 to the US Army ARDEC. ATTN: Pamela Penaherrera Bldg 09 Picatinny, NJ 07866-5000, email: pamela.e.penaherrera.civ@mail.mil. In addition, please provide the firm's name and address, point of contact with telephone number and email address, and size of business (small/large). TELEPHONE INQUIRIES WILL NOT BE ACCEPTED. The Government will accept written questions by email. This is a market survey to be used for informational planning purposes only and shall not be construed as a Request for Proposal (RFP), nor is the Government obligated to issue an RFP. The US Government does not intend to award a contract on the basis of this market survey or otherwise pay for information solicited. The government is not obligated to notify respondents of the results of this survey.
