The subscription period for the proposed contract will be from 01 March 2013 through 28 Feb 2014. This procurement is a sole source acquisition with Elsevier B.V., Amsterdam, The Netherlands, under the authority of FAR 6.302-1. Elsevier is the only known company that can provide these subscriptions. They are the publisher of these subscriptions and are the only vendor who owns copyrights to the online publications. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. While, all proposals received within ten days after date of publication of this synopsis will be considered by the Government, a determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A firm fixed price contact will be awarded as a result of this requirement. This requirement in support of the Nimitz Library US Naval Academy, Annapolis, MD is processed under FAR Part 13, Simplified Acquisition Procedures for commercial items using FAR 13.5 test procedures.
