- Specifications Reference Number NRL-13-KC02, is a request for information (RFI) issued by the Naval Research Laboratory (NRL) for information and planning purposes only and shall not be construed as a Request for Proposal (RFP) or as an obligation on the part of NRL to acquire any product or services. NRL does not intend to award a contract based on this RFI or otherwise pay for the information requested. Submission of a response to this RFI is voluntary. The voluntary submission of a response to this RFI shall not obligate the NRL to pay or entitle the submitter to any compensation. All information and data received in response to this RFI marked or designated as corporate or proprietary information will be protected as such. There is no solicitation available at this time. However, should such a requirement materialize, no basis for claims against NRL shall arise as a result of a response to this Sources Sought notice or NRL's use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. Important Dates All responses shall be received on or before 8 February 2013, 2:00 p.m., Eastern daylight time (EDT). Objective The NRL Materials Science and Technology Division (Code 6350) is requesting sources and a rough order of magnitude (ROM) estimate of cost for an Automatic Metallographic Serial Sectioning System. The system shall be fully automatic and perform multi-step metallographic grinding and polishing to remove serial sections. The system will be equipped to transfer the sample to the already acquired NRL Tescan Scanning Electron Microscope (SEM), as well as other sample processing and imaging stations which may be added in the future. Specific requirements are in the attached Specifications. Location Naval Research Laboratory, 4555 Overlook Ave, SW Washington, DC CONTRACTOR RESPONSE FORMAT The NRL asks that interested parties, at a minimum, supply the following information: •a) Name of Company and Point of Contact (POC) •b) Telephone Number, Fax Number, Address and e-mail address of POC •c) Business Size and number of employees •d) Type of Set Aside (if applicable) •e) Capabilities statement and relevant experience in the area of work listed in the sources sought •f) Proposed NAICS code •g) Proposed PSC code h) Comments or Suggestions Pricing and Schedule Information NRL is requesting interested contractors provide a Rough Order of Magnitude (ROM) estimate of costs. Assumptions Please provide a list of assumptions, if any, which were considered in formulating the response.
