- The Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), Veterinary Services (VS), Riverdale, MD, intends to acquire the services of pre-approved laboratories within the United States that have already demonstrated the capability to provide Sheep Genotype Testing to support the Scrapie Surveillance Program. A fixed price requirements contract will be awarded covering the period from October 1, 2013 or date of award, whichever is later through September 30, 2017, with 4-1 year options to renew. Multiple awards will result. Multiple awards may be made at any time before the expiration of this announcement. Expiration date for this announcement will be May 1, 2013. No offers will be accepted after this date, unless amended by the Contracting Officer. (ii) Simplified procurement procedures will be used for this acquisition per Federal Acquisition Regulation (FAR) Part 12 and 13. The solicitation, #AG-6395-S-13-0025 shall be affixed to all documents submitted in reference to this requirement. Please submit all questions regarding this procurement via email to the Contracting Officer. Telephone requests will not be accepted. Paper copies of the RFP and/or amendments will not be issued. The solicitation and the specifications will be made available electronically at this website only. All changes to the pre-solicitation notice, solicitation and any attachments shall be posted to the website at: www.FedBizOpps.gov. NOTIFICATIONS WILL NOT BE SENT TO OFFEROR REGARDING THE ISSUANCE OF THE SOLICITATION NOR ANY OF ITS AMENDMENTS. IT IS THE OFFERORS RESPONSIBILITY TO CHECK THIS WEB SITE PERDIOCIALLY FOR UPDATES. The offeror must submit a street mailing address and an email address (if available) in all correspondence in reference to this requirement. The Request for Proposal (RFP) should be posted to this website on or about February 11, 2013. Submit faxed RFPs to the attention of the Contracting Officer at (612) 336-3207 or you may email them to the Contracting Officer. Awards made as a result of this announcement have the potential to be used for the current Scrapie Surveillance program. There are no minimum guarantees associated with the BPAs issued against this announcement as Genotype testing requirements are subject to periodic change. This requirement utilizes full and open competition, there are no set asides for small business. The NAICS code is 541380 with a small business size standard of 6.5 million dollars, or less. Accepting laboratories must be able to perform the genotype testing, must be pre-approved by APHIS to conduct said test, have quality control procedures in place and follow good laboratory practices. This BPA will not be an open account and shall not be considered a grant; no overhead will be paid. Laboratories must be able to handle a minimum of 25 samples and the maximum 100 samples at any given time. All tests will be performed to standards generally accepted by the scientific community. Each laboratory will agree to follow QA policies and procedures previously set forth by the laboratory's application for Laboratory Approval (APHIS) to Conduct Genotype Tests for Scrapie Susceptibility in Sheep. Prior to any offeror being awarded a contract, blanket agreements, blanket purchase agreement or basic ordering agreements, the offeror shall be registered in the Central Registration System (CCR). Price for CLIN 0001-0008 per sample and individual codon, based on 5 (five) business day reporting period or 10 (ten) day business day reporting period. 2. Signature on the page that lists the price. 3. Narrative addressing how the proposal meets the requirements/specifications. 4. completed copy of the provisions at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items. The Director, NVSL or the designated representative of the accepting laboratory may cancel this agreement at any time by notification in writing. The BPA awarded to each successful offeror will have a simplified acquisition threshold under commercial item acquisition of $5,000,000 under FAR 13.5 and FAR 12. Awards will be made to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: price, laboratory experience with genotype testing, past performance, testing capacity and storage capacity.
