- The Department of Veterans Affairs, Network Contracting Office 9, intends to award an interim contract on a sole-source basis, in accordance with 41 U.S.C. 253(c)(1), as set forth in FAR 6.302-1, to Medical Comfort Systems, Inc.,112 White Oak Lane, Lexington, SC, 29073. The contractor will provide Home Oxygen supplies and services for Veterans and Beneficiaries of the James H. Quillen VA Medical Center (VAMC). The VAMC currently services an estimated 1,300 oxygen-using patients covering parts of north eastern Tennessee, south western Virginia, south eastern Kentucky and western North Carolina. Required services include storage, delivery, set-up adjustment, patient/caregiver instructions, and recovery of equipment. The contractor shall provide 24-hour emergency service, 7 days a week, including holidays, including replacement and/or back-up equipment when necessary. The contractor shall be nationally accredited and meet JOINT COMMISSION and CMS standards. This interim contract will provide Home Oxygen Service coverage during the gap between the expired contract and the new contract to be re-solicited after protest ruling. The NAICS code for this service is 532291, Home Health Equipment Rental, size standard $30.0 million. A Firm Fixed Price Indefinite Delivery/ Indefinite Quantity contract is anticipated. The period of performance for this requirement is one (1) year from date of award. It is anticipated that award will be made on or about April 1, 2013. A protest was files on these services and is pending. The Department of Veterans Affairs is awaiting a final ruling from the Department of Justice in order to re-solicit this requirement. THIS IS NOT A REQUEST FOR PROPOSAL. The Department of Veterans Affairs will consider written responses received no later than February 7, 2013 at 3:00 PM CDT. Responses must include sufficient evidence that clearly shows the vendor is capable of providing the requested Home Oxygen Services. Information provided will be used to assess alternatives which may lead to the development of a future solicitation. A request for more information, or a request for a copy of the solicitation, will not be considered an affirmative response to this notice. Telephone responses or inquiries to this notice will NOT be accepted. Qualified and responsible vendors must provide the following: 1. The name and location of your company, contact information, and identify your business size (Large Business, Small Business, Disadvantaged Business, 8(a), Service Disabled Veteran Owned Small Business, HubZone, etc.) based on NAICS Code 532291, size standard $30.0 million. Please ensure contact information includes the name of the point of contact, email address, and telephone number should the Government have questions regarding individual responses. 2. A brief capabilities statement (not to exceed 10 pages) that includes a description of your company's standard line of business, as well as a list of customers your company currently provides these products/services for. All responsible sources must submit written capability statements demonstrating their ability to perform these services. 3. Vendors should provide their DUNS number. Responses to this request must be submitted no later than February 7, 2013 at 3:00 PM CDT and must be submitted electronically to LaMeshia.Billington@va.gov, Attn: LaMeshia Billington.
