- FSC: Y1AZ NAICS: 236220 Size Standard: $33.5 M Stand Alone Two Phase Design Build Contract for Design/Build of Replace Roof, Fire Alarm, Fire Suppression Building 125 at Robins AFB, GA. This acquisition will be advertised as using full and open competition with Hubzone Price Preference. The awarded contract will be for a base award with options to be awarded during the base contract duration or the duration for any previously exercised option; all options to be awarded, if at all, within 5 years of the initial award. Description of work: The project includes the removal and replacement of the existing corrugated metal (Galbestos coated) barrel roof at docks 1-4 totaling approximately 256,000 SF, and the removal and replacement of existing dock corrugated metal (Galbestos coated) side wall panels totaling approximately 129,000 SF. Included are internal gutters that need replacement. The dock roofs and walls have exceeded their life expectancy. This roofing will be replaced with 100' continuous panels. The project includes the removal and replacement of existing built-up roof system for the north/south annexes, center high-low monitor roofs and out building roofs adjoining B125 totaling approximately 253,000 SF, with a new roofing system, including interior roof drain assemblies where required, gutters, downspouts, flashing, etc. The built-up roofs are approaching their life expectancy. The project includes heavy metal (chromium III, chromium VI, lead (non-paint) and cadmium) dust cleaning, stripping paint from existing structural steel framing within the dock bays, and repainting. The project includes the design and installation of a new lightning protection system and a new Fire Protection & Suppression system. The design shall address the requirements for worker notification, abatement, and disposal of all hazardous materials including asbestos, pcb, heavy metals and lead paint. Options may be included in the contract. This proposal will be procured using a best value Performance Price Trade - off Request for Proposals (RFP) in accordance with Federal Acquisition Regulation (FAR) Part 15.101-1. Offeror's are required to submit a Past Performance and SF 330 for Phase I. Selected Offeror's to participate on Phase II shall submit technical and price proposal and shall contain Offeror's best price. Price will not be scored, but will be a factor in establishing the competitive range prior to discussions (if held) and in making the final best value determination for award. All Phase 2 non-cost factors, when combined, are equally important to Price. Offeror's are reminded to carefully review solicitation documents once issued, to include all evaluation criteria, as criteria as stated in the solicitation shall govern. The solicitation will be issued in electronic format only. Paper copies of this solicitation will not be available. Other methods of requesting a package with not be honored. This solicitation is anticipated to be available approximately February 7, 2013. The Response Date referenced under General Information does not refer to the PROPSAL DUE DATE. Information on the PROPOSAL DUE DATE will be stated in the solicitation. NOTE: Any prospective Offeror must first register in the System for Award Management (SAM) at www.sam.gov. After completing SAM registration, interested Contractors and their subcontractors must then register at https://www.fbo.gov in order to obtain solicitation documents, plans, and specifications for this solicitation. Contractors that have an existing FedTeds account should be able to use their existing logins to search for the solicitation number once it is realized at www.fedbizopps.gov. Contractors can register to be put on the plan holders list that other can access through the Fed Biz Opps site. It is the Offeror's responsibility to check the Internet address provided as necessary for any amendments that may be posted to this solicitation.
