- The General Services Administration ("GSA"), Northeast Caribbean Region is seeking Architect-Engineering ("A/E") firms to provide supplemental design services for Renovations, Additions, and Repair and Alteration projects in Federal Buildings, U.S. Courthouses, and various leased locations. Supplemental design services shall include architectural and engineering studies and reports; architectural and engineering design services; preparation of construction documents, and optional construction services and post construction services; (See attached SOW for details). These services will be provided on an as needed basis for a term of five (5) years, which includes a one (1) year base period plus four (4) one-year unilateral options. The aggregate Maximum Order Limitation ("MOL") shall not exceed $7,500,000 for the total five-year term of each contract. The minimum guarantee for each contract will be $2,500 for the entire term of the contract (including the exercise of any options). GSA will award three single Indefinite-Delivery, Indefinite-Quantity (IDIQ) contracts from this acquisition; one for each of the following geographical areas: Zone 1 (New York City) - Jacob K Javits Federal Building at 26 Federal Plaza, Court of International Trade at 1 Federal Plaza, Ted Weiss FB at 290 Broadway, Daniel Patrick Moynihan Courthouse at 500 Pearl Street, Thurgood Marshall Courthouse at 40 Centre Street, the Silvio Mollo FB at 1 St. Andrews Plaza, Alexander Hamilton Customhouse at 1 Bowling Green, Federal Office Building at 201 Varick Street, Howard Street Garage at 203 Centre Street, US Courthouse at 300 Quarappos Avenue, White Plains, United States Mission to the UN at 799 UN Plaza, and all leased locations within the Manhattan District, including Rockland and Westchester; Zone 2 (Brooklyn, Queens, and Long Island) - Emmanuel Cellar US Courthouse at 225 Cadman Plaza, Brooklyn; General Post Office at 271 Cadman Plaza; Roosevelt U.S. Courthouse at Cadman Plaza; Joseph Addabbo FB at One Jamaica Center Plaza, Jamaica, Queens; Alfonse D'Amato Courthouse at Central Islip; IRS Service Center, 1040 Waverly Avenue, Holtsville, and all leased locations within the Brooklyn, Queens and Long Island Districts; and Zone 3 (New Jersey) - Martin Luther King FB, 50 Walnut Street, Newark, Peter W. Rodino 970 Broad Street, Newark, VA, 20 Washington Place, Newark, Robert Roe Courthouse &FB, 200 Federal Plaza, Paterson, Trust Fund Building, 396 Bloomfield Avenue, Montclair, and all leased locations within the New Jersey Center, which include the following counties: Bergen, Essex, Union, Morris, Passaic, Hudson, Middlesex and Monmouth. A/E firms must clearly specify the zone(s) for which they are submitting. A/E firms submitting for Zones 1 and 2 must be licensed in the State of New York, and firms submitting for Zone 3 must be licensed in the State of New Jersey. Be advised that there will be only one contract award per firm/joint venture. All services shall be performed under the direction and supervision of registered architects and professional engineers. Services shall include, but not be limited to: renovations; additions; repair and alteration projects; including interior space alterations, in the fields of mechanical, electrical, fire protection, environmental work, sustainability design, familiarity with courtroom design including architectural woodwork; roof replacements; elevator modernization; childcare; historic preservation; site work; and building systems. The A/E Firm as used in this RFQ means an individual, firm, joint venture, partnership, corporation, association, or other legal entity permitted by law to practice the profession of architecture or engineering that will have contractual responsibility for the work provided under this solicitation. If the A/E Firm is comprised of a partnership, corporation, association, or other legal entity permitted by law to practice architecture or engineering, a complete description of the proposed internal responsibilities of the components must be included in your response to this announcement. At least one key member in any proposed joint venture must have an existing active office within the stated geographic limits.     This acquisition will be 100% SET-ASIDE for small business concerns. The North American Industrial Classification System (NAICS) code for this procurement is 541310. The small business size standard for NAICS Code 541310 is an average annual gross sales/receipts for the last three years of $7,000,000. GSA will require the use of Masterspec, including the GSA supplement in the most current edition as obtained from the American Institute of Architects (AIA). The GSA version of the AIA Masterspec is the authorized master guide specification for GSA, Public Building Service. Each awardee will be required to purchase the latest update of Masterspec, including those divisions written specifically for GSA, directly from the AIA, at their firm's expense. This will be a negotiated procurement issued in accordance with the Brooks Act, Public Law 92-852, and FAR Part 36.6. The A/E selection criteria will be as follows: 1) Professional Qualifications of Key Personnel, 2) Specialized Design Expertise, 3) Past Performance, and 4) Location within Geographical area. For each criterion, the corresponding section(s) of SF 330 must be completed as outlined below. Professional Qualifications of Key Personnel (SF 330, Part 1, Sections C and E): The firm/joint venture with its consultants shall possess New York and/or New Jersey licensed personnel in the following disciplines: Architecture, Structural, Mechanical, Electrical, Civil, Land Surveying, Geotechnical, Fire Protection and Environmental. The firm/joint venture shall submit resumes of its key personnel including principals, partners, project managers and the proposed team for the disciplines of Architect, Mechanical Engineer, Electrical Engineer, Asbestos Abatement Designer, Structural Engineer, Industrial Hygienist, Landscape Architect, Civil Engineer, Environmental Engineer, Fire Protection Engineer, Lighting Consultant/Engineer, and Interior Designer. At least two of the personnel above shall have LEED certification. The A-E design team shall describe its proposed project approach for carrying out the work in order to meet the anticipated project requirements. The team shall demonstrate that it has experience working with each other on projects addressed in the firm's proposal. The firm/joint venture shall provide a narrative demonstrating its ability to provide qualified backup staffing for the proposed key personnel in order to ensure continuity of services and the ability to meet unexpected project demands. Each offeror shall submit completed key personnel resumes (Part I Section E of SF 330) for each of the proposed key personnel. Resumes shall include all pertinent information that clearly exhibits the qualifications of the proposed personnel. Resumes for each individual shall summarize the qualifications, experience, education, certifications and licenses possessed by the key personnel. Each proposed team member will be evaluated based on the relevance of their qualifications and experience with regards to fulfilling the requirements of this acquisition. Specialized Design Expertise (SF 330, Part I, Section F, G & H): Provide a narrative (maximum of five pages) to address requirements: Provide a written narrative which demonstrates the technical competence of the firm/joint venture in design of architectural renovations, additions, repair and alteration projects, including interior space alterations, addressing mechanical, electrical, fire protection, environmental work, sustainability design, familiarity with courtroom design and Architectural Woodwork Institute millwork standards; roof replacements, elevator modernization, childcare, historic preservation, site work, and building systems. The firm/joint venture shall demonstrate its ability to manage projects, including the capacity to accomplish work within the required time, perform construction inspections and perform cost and time estimates. The firm/joint venture shall demonstrate the successfulness of its internal quality control program used to ensure technical accuracy and discipline coordination of plans and specifications. The firm/joint venture shall demonstrate its experience in applying sustainability concepts and principles to facilities and infrastructure problems. Past Performance on Design (SF 330, Part 1, Section H): Provide a written narrative detailing at least five specific examples within the past five years where the firm/joint venture has performed architectural design, mechanical and electrical design and cost estimating for real property repairs and/or renovations. The examples should include past and/or current IDIQ's, with other Government agencies and/or private industry. The written narrative must address the offeror's design approach which shall feature how the client's program, function, image, mission, cost control, schedule and operational objectives were satisfied by the overall design/planning solution. Each example should span no more than five pages. Provide a written narrative detailing at least two specific examples where the firm/joint venture has performed constructability and bid-ability reviews, cost control functions, and cost reconciliation. The firm/joint venture shall submit a Standard Form 330 with a written narrative linking the firm's key personnel's roles and responsibilities to the examples above. Key personnel includes but is not limited to the A/E firms principals, Project Manager, engineering staff and designers. The examples shall demonstrate and provide evidence that the offeror has experience working with federal, and/or state Governments. The firm/joint venture must submit customer point of contact information for each example submitted. Design Office located in Geographical Area (SF 330, Part 1, Section H): The firm/joint venture must demonstrate that it has an active design/production office within the geographical areas serviced by the Manhattan, Brooklyn/Queens/Long Island, and New Jersey Service Centers. The contract will require the firm to have an office in any of the stated geographical areas along with knowledge of the locality. At least one member of any proposed joint venture must have an office within the geographical area. The firm/joint venture must specify for which zone(s) it is submitting a response, either New York or New Jersey. The firm/joint venture responding the zones in the New York area must be licensed in New York and those responding to the New Jersey zone must be licensed in New Jersey. The firm/joint venture shall provide a narrative indicating the capability and location of its office within the geographic area. The narrative shall be a maximum of two pages. In accordance with FAR 36.6, following initial evaluations, up to nine firms will be short listed for interviews and further evaluation prior to recommendation and approval of the selected A-E firm(s). Two shortlists will be created; one for firms who submit for Zone 1 and 2 (New York); and one for firms who submit for Zone 3 (New Jersey). The shortlists will be published in the Federal Business Opportunities (FBO) website. The top firms from each shortlist found to be the most highly qualified to perform the services, will be selected to proceed into the negotiation phase of the acquisition. The highest ranked firm from the New York shortlist will be invited to submit a proposal for Zone 1, the next highest ranked will be invited to submit a proposal for Zone 2. The highest ranked firm from the New Jersey shortlist will be invited to submit a proposal for Zone 3. Price negotiations will be conducted in accordance with FAR Part 36.606, and Part 15 beginning with the most preferred firm(s) in the final selection. If a mutually satisfactory contract cannot be negotiated, a written final proposal revision from the firm will be obtained, and the firm will be notified that negotiations have been terminated. Negotiations with the next firm in order of preference on the final selection list will be initiated. This procedure will continue until a mutually satisfactory contract has been negotiated. Please be advised that although you may submit for more than one zone, only one contract will be awarded per firm/joint venture. The Government may use fixed price amounts provided in a Supplemental Architect-Engineer Contract Lookup Table for pricing design work orders over the life of the contract. However, the Government may award an individual work order based on level of effort and negotiated hourly rates for other services not provided under the Lookup Table. Please note that active registration in the Systems for Award Management (SAM) (www.sam.gov ) is required in order to conduct business with the Federal Government.  A Pre-Proposal Conference will be held at the Jacob K. Javits Federal Building, 26 Federal Plaza, 6 th FL, New York, NY 10278 on January 15, 2013 at 10:00 AM. Also, include a brief description of the A/E Firm and its location, its organizational makeup, its ability to manage workload, and its noteworthy accomplishments. The A/E firm(s) will submit its response to the four (4) evaluation criteria in this announcement on a composite Standard Form 330, Part I - Contract-Specific Qualifications that reflects the entire project team. In addition, Standard Form 330, Part II - General Qualifications shall be submitted for the prime firm and each proposed consultant, which must be dated and not more than twelve months before the date of this synopsis. The A/E firm must complete the name and title as well as sign and date Part I, Block I and Part II, Block 12 of the SF 330. Three copies of the composite SF-330 is required.
