- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number W31P4Q-13-T-0057 is being issued as a request for a Firm Fixed Price quote; however, the US Army Aviation and Missile Command intend to issue a sole source contract to Tektronix Inc., 14150 SW Karl Braun Dr, Beaverton, OR 97077. Tektronix Inc., having the proprietary rights as the original equipment manufacturer, is the only known supplier of the services required by this solicitation. The Authority Cited is: Statutory Authority permitting Other Than Full and Open Competition for this requirement is 10 U.S.C. 2304 (c)(1), as implemented by paragraphs 6.302-1 of the Federal Acquisition Regulation (FAR) entitled, quote mark Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency's Requirements quote mark. Tektronix Inc. is the only known source with proprietary restrictions to complete these tasks. CLIN 0001 will be issued for the repair and calibration of one each Digital Oscilloscope, Tektronix Model DP04104. Complete factory repair and calibrate the Digital Oscilloscope in accordance with original manufacturer's specifications. Shipping costs shall be to Redstone Arsenal, AL 35898. The estimated shipping timeframe and cost shall be included in the quote; requested delivery date is on or before 15 March 2013. This action will be awarded on the basis of lowest cost and technically acceptable quote. All responsible sources may submit an offer. Offers received by 8 February 2013, 9:00am (CST) shall be considered by the Agency. Any award resulting from this Request for Quote (RFQ) will be issued on Standard Form 1449 and will contain all clauses required by law, the Federal Acquisition Regulation (FAR), and the Defense Federal Acquisition Regulation Supplement (DFARS) as appropriate for the dollar value of the award. Provision 52.212-1, Instructions to Offerors - Commercial; Clause 52.212-4, Contract Terms and Conditions - Commercial Items; Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items; Clause 252.212-7001 Contract Terms and Conditions; Clause 52.204-8, Annual Representations and Certifications; and Clause 52.232-7003, Army Electronic Invoicing Instructions and Electronic Submission of Payment Requests, via Wide Area Workflow (WAWF) are applicable to this acquisition. Other clauses may be included in the award if applicable. Quotes are due no later than 9:00 am, (CST), 8 February 2013, in the contracting office, Building 5303, Room 33B060, Redstone Arsenal, Alabama, 35898-5280. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
