- This is not a request for proposal or a request for quote. This is a notice of intent of the United States Special Operations Command (USSOCOM) to negotiate a sole source contract with Microsoft Corporation for Microsoft Premier Support (MPS) services. This will be a one year base contract with no options. MPS services will provide USSOCOM with Microsoft (MS) support for workshops and events, problem resolution support, rapid on-site support, software assurance conversion services, support assistance such as infrastructure support assistance and development support assistance, information services such as on-line website support and subscriptions to various on-line tools. These online tools include participation in Expert Roundtables, which provide customers with access to Microsoft program managers, developers, and support professionals covering key areas of Microsoft technology. MPS services also provide access to Microsoft's Developer Network Subscription, an extensive collection of programming information, development toolkits and sample code library. The MPS Services contract will provide required services to HQ USSOCOM, Components and TSOCS. It is in the best interest of the Government to acquire this service directly from Microsoft since Microsoft Intellectual Property, which includes Microsoft's Operating System, software coding is only available to Microsoft employees. Therefore, MPS services in support of Microsoft products can only be performed by Microsoft employees. To ensure consistent terms and conditions in licensing and maintenance, and to take advantage of administrative cost savings obtained from having all products licensed and maintained through a single vendor. The statutory authority for this sole source procurement is 10 U.S.C 2304(c)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, as implemented by FAR 6.302-1. This procurement is being conducted using FAR Part 12 procedures. Please reply no later than January 28, 2013 at 12:00 p.m. to the POC below.
