This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The announcement constitutes the only solicitation. Solicitation No.W912DS-13-R-0015 is being issued as a Request For Proposal (RFQ) with the intent to award as a commercial acquisition. The solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular 2005-62. This procurement is 100% small business disaster area set-aside restricted to any small businesses that reside or primarily do business in Bronx County, Kings County, Nassau County, New York County, Orange County, Putnam County, Queens County, Richmond County, Rockland County, Suffolk County, Sullivan County, Ulster County and Westchester County, the geographic area included in the FEMA Major Disaster Declaration No. 4085-DR-NY. Proposals will NOT be accepted from firms that reside or primarily do business outside of that geographic area. The NAICS Code for this procurement is 423320 with a size standard of 100 employees. The U.S. Army Corps of Engineers (USACE) New York District has a requirement for approximately 21,400 cubic yards of clean fill for Hurricane Sandy recovery operations at Riis Park and Father Capodanno. This procurement may be quoted as follows: Line Item 0001 Supplies/Services: Riis Park Fill, Quantity: 15,900, Unit: Cubic Yards, Unit Price: $_______, Total Price Line Item 0001: $_________ Line Item 0002 Supplies/Services: Father Capodanno, Quantity: 5,500, Unit: Cubic Yards, Unit Price: $_______, Total Price Line Item 0002: $_________. ALL ITEMS SHALL BE DELIVERED WITHIN 60 days of award. All quantities are estimates and are not a guarantee. PLEASE SEE THE COMPLETE SCOPE OF WORK PROVIDED AS AN ATTACHED FILE. GENERAL The contractor shall provide all labor, equipment and materials to deliver 21,400 cubic yards of clean fill as described in the attached Scope of Work. EVALUATION AND SELECTION PROCEDURES. FAR Clause 52.212-1 Instruction to Offerors-Commercial Items (JUN 2008) applies to this acquisition. Government will issue a contract to the offeror whose offer is the lowest priced of those determined to meet the specifications in the solicitation. The Government intends to award a single fixed price contract as a result of this Solicitation, and intends to award without discussions. The Government reserves the right to hold discussions if it deems them necessary. Prospective offerors must include with their proposal all specifications necessary to verify that units conform to the Statement of Work.
