- The FHWA intends to procure Drilling Services for an upcoming project in Northern California located off State Route 36 near Fortuna in Humboldt County, California. The solicitation will be conducted in accordance with FAR Parts 12 and 13 and will be advertised as unrestricted. FHWA intends to award a Firm Fixed-Priced Contract resulting from the solicitation. The solicitation including scope of work will tentatively be available for download on or after February 5, 2013 from this FBO site. The anticipated award date is on or about February 22. Award will be made to the responsible firm who submits an offer meeting requirements in accordance with the solicitation. Offerors must be registered in the System for Award Management located at https://www.sam.gov/portal/public/SAM/ prior to contract award. A determination by the Government to not award based on the responses to the solicitation is solely within the discretion of the Government. It is the responsibility of interested parties to monitor this site for the solicitation and amendments. SUMMARY OF SCOPE DETAILS: · A total of 20 borings using two truck-mounted drill rigs along the roadway. · Boring locations will be either on the road or just off the road. · Borings shall be advanced with hollow stem augers in soil and with wireline core in rock to a maximum depth of 100 ft. · SPT's shall be taken at 5 ft. intervals in soil using a split spoon sampler and/or California sampler using either an automatic hammer or cathead and rope. · For 8 borings, inclinometer casing will be grouted in-place and capped with a flush-mount monitor well cover. · At each inclinometer location another boring will be advanced a few feet away with minimal sampling to 50 to 60 ft. depth and a piezometer will be placed. · A flush-mount well cover will also be placed at each of these locations. · Four borings to depths ranging from 40 to 60 feet will be advanced with SPT's taken at 5 feet intervals in soil and be instrumented with piezometers and capped with a flush-mounted well cover. FHWA will provide personnel on-site to determine the boring locations and depths, log the borings and collect samples. FHWA will provide utility locates. It is anticipated that a staging area with locked gate will be available near the work site. Traffic control (using 2 to 3 flaggers and pilot car) will be necessary. Method of procurement for these services (Contractor or FHWA furnished) will be determined at or before advertisement date. Davis Bacon wages are not applicable as this is a service contract and not a construction contract. It is estimated that this work will take approximately 13 days using two drill rigs (or 26 rig days). Work to begin late February through early March, 2013.
