- NASA Johnson Space Center (NASA/JSC) plans to conduct a NASA/JSC Mission Operations Directorate (MOD) Industry Day. NASA/JSC is hereby soliciting firms to attend this event on Tuesday, February 19, 2013 at the NASA/JSC Gilruth Recreation Center, Alamo Ballroom. The Industry Day presentation will also be made available via WebEx for those that cannot attend the event in person. The Industry Day presentation and WebEx will be held from 9:00 a.m. CST to 12:00 p.m. CST with check-in starting at 8:30 a.m. CST. NASA personnel will be available for one-on-one communication opportunities following the Industry Day presentation. One-on-one meetings will be scheduled from 1:00 p.m. CST to 5:00 p.m. CST on Tuesday, February 19, 2013 and from 8:00 a.m. CST - 5:00 p.m. CST on Wednesday, February 20, 2013 and Thursday, February 21, 2013. The NASA/JSC MOD is considering follow-on activities to the current Facilities Development and Operations Contract (FDOC), NNJ09HD46C, ending September 30, 2013 and the Integrated Mission Operations Contract (IMOC), NNJ09HA15C, ending September 30, 2013. Both contracts have an option to extend the period of performance through September 30, 2014. MOD is currently considering the merits of combining the contracts or keeping them separate. A Request for Information (RFI) synopsis was posted on January 22, 2013, under the Reference Number NNJ13ZBR004L, requesting industry information to consider as part of the decision making process. Also, the current FDOC and IMOC statements of work are posted on the MOD procurement website at http://procurement.jsc.nasa.gov/modp/. An online technical library for the MOD procurement will be made available in the future via the MOD procurement website. It is the potential offerors responsibility to monitor this website for updates. A summary and a list of functions for the current FDOC and IMOC contracts are as follows: FDOC Summary: FDOC provides technical, managerial, and administrative work needed to ensure the availability, integrity, and reliability of mission operations facilities supporting NASA human space flight (HSF) programs requiring mission operations support. For this contract, facility is defined as the systems and subsystems of integrated hardware, software, data, and displays used in the preparation for and performance of HSF mission operations. The term facility does not refer to brick and mortar buildings or building functions, such as lighting, environmental control, and janitorial services. The current FDOC contract consolidates efforts across the mission operations support facilities (Mission Control Center System, Training Systems, Operations Technology, and User Applications) in order to maximize synergy for hardware and software development, modification, sustaining, maintenance, reconfiguration, and operations. Key FDOC contract functions include: Common facility support oManagement, administrative, and business overhead Development and Modification (Hardware and Software) oChange to the facility configuration including new capabilities, expansion or deletion of existing capabilities and/or services. Sustaining/Maintenance of existing facility capabilities oChange to the facility configuration including updates, anomaly resolution, and preventative maintenance actions. Facility Operations Support Service and support provided to ensure configuration and availability of the ground hardware and software support systems. Network Support oEngineering support services to the Mission Control Center System ground systems for communications network integration IMOC Summary: IMOC provides support and products for MOD, the Avionics and Software Office in the International Space Station (ISS) Program Office, and Flight Crew Operations Directorate (FCOD) ground-based human spaceflight operations capability development and execution. This includes support to mission preparation (Plan), crew, instructor, and flight controller training (Train), and real-time mission execution (Fly) activities related to Exploration and the International Space Station (ISS) operations. Operations capability development support is required from the contractor as NASA defines operations requirements associated with the emerging programs for the Exploration initiatives This contract provides ISS Plan-Train-Fly (PTF) mission operations and for Human Spaceflight Operations capability development associated with Exploration initiative derived programs. Key IMOC contract functions include: Vehicle/Program Design Operations Services oOperations personnel supporting design and development of a vehicle or program capability Plan oMission Operations tasks related to pre-mission planning, integration, analysis, and operations product development to prepare for mission execution. oManagement and development of mission planning and execution processes. Train oMission Operations tasks related to preparing, integrating, conducting, and receiving training of crews, instructors, and flight controllers. oParticipation certification process of Mission Operations instructor and flight controller personnel. oManagement and development of training processes and products. Fly oMission Operations tasks related to real-time execution of a spaceflight mission by PTF personnel, as well as post flight debriefs and analysis. GOALS: The goals of MOD Industry Day are to: 1.Share the Governments current vision and objectives for MOD. 2.Provide information on the current MOD contracts for IMOC and FDOC. 3.Promote competition on future MOD contract(s). 4.Seek industry input to improve the future Request for Proposal (RFP). MOD Industry Day is open to all firms that are interested in pursuing contracting/subcontracting opportunities on the MOD procurement whether they have performed work at JSC or not. All interested parties are encouraged to attend. No tours will be conducted as part of this MOD Industry Day. No special badging is required to attend the Industry Day. No photographic or recording devices are permitted during the MOD Industry Day presentation or one-on-one communication sessions. An open Question and Answer Session will follow the MOD Industry Day presentation. A copy of the Industry Day presentation charts and the official answers to questions will be posted to the MOD procurement website after the Industry Day event. ONE-ON-ONE SESSIONS: To facilitate interactive communications with industry, NASA personnel will also be available for private meetings at the Gilruth Center with individual companies in conjunction with MOD Industry Day. Guidance for conduct during the One-on-One communications is attached to this posting as Attachment 1: One-on-One Communications with Industry Guidance.. Any company may request a one-on-one meeting, regardless of whether they are interested in proposing as a prime contractor or subcontractor. Meetings will not exceed 25 minutes in length and attendance is limited to four persons. One-on-one meetings can be either in person or via teleconference. Scheduling of appointment times will be on a first-come, first-serve basis. Appointments will be scheduled every 30 minutes between 1:00 p.m. CST to 5:00 p.m. CST on February 19, 2013 and 8:00 a.m. CST to 5:00 p.m. CST on February 20 -21, 2013 in designated rooms at the Gilruth Center. SIGN-UP REQUIREMENTS: To make reservations for the MOD Industry Day and one-on-one sessions please contact Contract Specialist, Kathryn McLaurin, at jsc-modp@mail.nasa.gov The request shall include the following information: 1)Subject line: 'MOD Industry Day RSVP' 2)Companys name and address. 3)The companys Point of Contacts (POC) names, telephone numbers, and e-mail addresses. 4)The Companys intention to attend the MOD Industry Day presentation in person or via WebEx. 5)The Companys intention to attend the one-on-one meeting in person or via teleconference. If a teleconference is selected, please also provide the telephone number that we are to call for the teleconference. 6)The e-mail RSVP must explicitly state each of the companys attendees names and titles (limited to four) from your company that intend to attend the one-on-one breakout sessions. Any special time requests, with justification will only be accommodated as practical. This information applies to teleconference and in person one-on-one sessions. E-mail reservations must be received no later than 4:00 p.m. CST on Friday, February 8, 2013. A confirmation email will be sent to acknowledge your reservation and to provide further instructions to join the WebEx if your company identified in the RSVP that it intends to attend via WebEx. Companies will be notified on or before Friday, February 15, 2013 of their assigned one-on-one meeting day and time. (Should the number of firms requesting meetings exceed the times available on February 19- 21, other meeting times will be arranged as soon as is practical). DIRECTIONS TO THE GILRUTH CENTER: Heading South on I-45, turn Left on Bay Area Boulevard (East). Proceed approximately 3 miles on Bay Area Boulevard, and then turn Right on Space Center Boulevard. Proceed approximately 2 miles on Space Center Boulevard through two stop lights. Turn Right to the Johnson Space Center Gilruth Center. Proceed to the Gilruth Building parking lot. Enter through the Gilruth Center's front entry, and the Alamo Ballroom will be on your left. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offerors responsibility to monitor these sites for the release of any solicitation or synopsis
