Attachment M Attachment L Attachment K Attachment J Attachment I Attachment H Attachment G Attachment F Attachment E Attachment D Attachment C Attachment B Attachment A Request For Proposal This solicitation provides for multiple awards of Indefinite Delivery/Indefinite Quantity (IDIQ), construction contracts for the General Services Administration Region 1 Boston Service Center. The resulting Contract(s) will provide for the award of individual firm-fixed-price Delivery Orders under competitive procedures for the execution of various construction projects throughout the Boston metropolitan area (including, but not limited to, Andover, Waltham, and Haverhill, Massachusetts). The Contractor shall provide all labor, material, equipment, transportation, supervision, disposal and all other costs necessary to fulfill the requirements of each individual Delivery Order. The successful Offeror(s) will be expected to handle multiple projects simultaneously without compromising timeliness of delivery and quality of service. The Government anticipates making up to five (5) awards under this single solicitation. The solicitation includes one (1) Base Year and four (4) Option Years. The minimum guarantee will be $1,000.00 per individual Contract. Individual Delivery Orders will be issued as needed under the Contract for all work, and will be competed amongst all successful awardees, unless an exception to fair opportunity exists. Delivery Orders will be awarded by the Contracting Officer based on price alone or best value (considering such factors as past performance, quality of deliverables, ability to meet schedule requirements, relevant experience, cost control and price or cost, etc.). The total amount of all Delivery Orders issued under the individual base Contracts combined will not exceed $30,000,000.00 over the potential 5-year term of the Contract. Individual Delivery Orders will range from $100,000.00 to $2,790,000.00. As more Orders are issued under one Contract, the value of Orders which can be issued under the remaining Contracts drops by an equal amount. However, in accordance with FAR 52.216-19 ("Order Limitations"), the successful awardees will not be required (but may elect) to honor any Requests for Proposal below or above the stated limits. All awards will be firm-fixed-price and contain fixed percentages for profit, overhead, bond, insurance, and general conditions, and fixed hourly rates for Project Management and Site Supervision. All other costs, such non-supervisory labor and materials, shall be priced under individual Delivery Orders. A separate, current Davis-Bacon wage determination will be issued for each Delivery Order. The Government will award a Contract resulting from this Solicitation to the responsible offeror(s) whose offer, conforming to the Solicitation, will be the best value to the Government, price and other factors considered. In addition to Price, the following non-price factors (in descending order of importance) shall be used to evaluate offers: (1) Past Performance of the Firm(s); (2) Similar Experience of the Firm(s); (3) Technical Plan; (4) Socioeconomic Status. All evaluation factors other than price, when combined, are approximately equal to price. As technical proposals become more equal in merit, price becomes more important. Technical evaluation criteria are listed in descending order of importance (i.e., Past Performance is more important than Experience; Experience is more important than Technical Plan; Technical Plan is more important than Socioeconomic Status). For the purposes of this competition, a Representative Project has been chosen for which all prospective Offerors are required to submit a proposal. The Representative Project is as follows: The Contractor shall provide all labor, materials, equipment, transportation, supervision and disposal necessary to renovate the Custom and Border Protection (CBP) / Office of Field Operations, 6th floor of the Thomas P. O'Neill Federal Building, Boston, Massachusetts. The specification for this project is a design specification and award shall be based on price alone. All work for this Delivery Order shall be performed in strict accordance with Contract clauses, specifications, drawings, and applicable wage rate determinations as incorporated herein. The estimated price range for this Delivery Order is between $1,000,000.00 and 1,500,000.00. The period of performance for this work shall be one hundred and forty (140) calendar days from the date of Notice to Proceed. Regarding the Representative Project, the Offeror must propose all costs necessary to complete the work in accordance with the Contract documents, including, but not limited to, the cost of work performed by subcontractors and consultants, indirect costs, fees, expenses, taxes, and profit. This project may then become the first Delivery Order awarded under one of the successful IDIQ Contracts. The price submitted for this project shall be one of the bases (along with the fixed percentages for profit, overhead, bond, insurance, and general conditions, and fixed hourly rates for Project Management and Site Supervision) for evaluation by the Government of the evaluation factor "price." If awarded, award of the Representative Project will be made to the responsive and responsible Offeror that represents the best value to the Government, price and technical factors considered. The same technical factors that apply to the IDIQ portion of the solicitation will apply to the Representative Project. Technical factors, when combined, are approximately equal to price. In evaluating offers for award purposes, the Government will consider the submitted price for the Representative Project, as well as the firm-fixed price rates submitted, inclusive of the rates submitted for the Option Years. All offers must include balanced prices. The Contracting Officer may reject any proposal determined to be unbalanced with respect to such prices or rates. A proposal may be deemed unbalanced if the Representative Project total price and/or rates vary so markedly from either the Government estimate or the range of such prices contained in competing offers as to materially reduce the effectiveness of determining the potential cost of an offer in comparison to other, balanced, offers. Offers submitted that contain a competitive price for the Representative Project, but firm-fixed contractual rates that are not competitive, or vice-versa, may be deemed to be unbalanced. Offers may also be deemed to be unbalanced if the firm-fixed contractual rates submitted are subject to significant, arbitrary, or unexplainable escalation or de-escalation in subsequent contract years, or whose escalation or de-escalation varies markedly from other offers. Evaluation of Options shall not obligate the Government to exercise the Option(s). A pre-proposal conference for this Solicitation have scheduled for 2:00 PM, Local Time, Wednesday, February 7th, 2013, Auditorium, First Floor, Thomas P. O'Neill, Jr. Federal Building, 10 Causeway Street, Boston, MA 02222. A site visit will be conducted immediately following the pre-proposal conference. Pre-registration is required for all attendees to the pre-proposal Site Visit. The Site Visit shall be limited to not more than four (4) representatives from each Offeror. Offerors shall submit a Visit Authorization Request (VAR) identifying all attendees from their respective team. Submit the VAR to: Simeon Berry, Contract Specialist, General Services Administration, Acquisition Branch, 1PSA, 10 Causeway Street, 11th Floor, Thomas P. O'Neill, Jr. Federal Building, Boston, MA 02222-1077. Only those parties who have submitted this notification and provided necessary information in advance of the meeting will be allowed to attend. To request a reasonable accommodation due to a disability, contact the Contracting Officer. This acquisition is a 100% set-aside for small business concerns. The North American Industrial Classification System (NAICS) number is 236220. The small business size standard is a three-year average annual gross receipt of $33.5 million. FAR Clause 52.219-14, Limitations on Subcontracting, will apply to this Contract and be strictly enforced. All responsible sources may submit a proposal which shall be considered. Offers sent by commercial package delivery and hand delivery shall be deemed received as of the date and time of delivery to the office designated for receipt of offers. Offers sent by United States Mail shall be deemed timely if delivered to the address of the government installation designated for receipt of offers on or before the date established for receipt of offers.
