Description
Amendment W91ZLK-13-T-0048 0004 is issued to revise specification 2.a and to answer questions. The specifications and requirements are in accordance with the revised Specifications Attachment 5, attached. The closing date of the solicitation remains at January 31, 2013, 1:00 P.M. Eastern Standard Time. Please SUBMIT YOUR QUOTATIONS to Ms. Sowa at the Army Contracting Command, Aberdeen Proving Ground - Tennant Division, 6001 Combat Drive, Aberdeen Proving Ground, MD 21005. Quotations must be submitted via email to: susan.l.sowa.civ@mail.mil. Quotations must be signed, dated, and received by the closing date and time. Additional questions must have been received no later than January 24, 2013, 1:00 PM Eastern Standard Time. Clarification 21: Modify Requirements 2.a. to read: File Capacity - Amend/Change requirement to minimum 1,550 lfi and maximum 1,750 lfi. Question 22: File capacity, you have changed the specification for the unit capacity from a 1,400 to 2,300 LFI range to a 2,300 to 2,500 LFI range, to a 1,800 to 2,000 LFI range. Is it possible to change that specification to read: vertical carousel system to maximize filing capacity in the existing space or revert back to the original 1,400 to 2,300 LFI range with the understanding that you would compare the offerings based on capacity, the fit in the room, the ability to meet the specifications, and the price (see specification i)? Answer: File Capacity - Amend/Change requirement to min 1550 lfi and max 1750 lfi. Question 23: b. and d. Restricted access and doors. It is my impression you would like this unit to have a door that will secure the contents of the unit and allow the unit to run while closed and open to allow access to one row of files. Additionally, it is my impression that you require the access to each level of files in the vertical carousel to be restricted by a password or a pin number. All this is to be done through the units control panel without the use of traditional keys or locks. For example, the user approaches the unit which is closed, he or she enters his pin number and the carrier number he is trying to access, the unit revolves with the door closed to that level and the door opens. This is to be achieved without the use of an external computers or individual keys or locks. Additionally the unit administrator will have the ability to change the access and pin numbers and or the levels that a user may have access to. Have I interpreted these two related specifications correctly? Answer: b and d. The technical point of contact believes the vendor has an understanding of the specification, except an external controller or computer for pin is allowed, just no requirement to do audits of entries. Question 24: g. Transaction counter. It is my understanding that the unit is to have a fixed transaction counter that runs the full length of the unit that does not need to be folded down or manipulated to allow for access into the room or restrict the ability to open and close the door. Have I interpreted this specification correctly? Answer: The transaction counter: the system simply needs to be able to allow the user to comfortably access the hanging files from a standing position and the door should not be blocked. The transaction counter facilitates ease of use. Question 25: k. Electrical. If the unit uses a power source that is other than a plug for 110 standard wall outlet who is responsible for the cost of the hookup or the change required to modify the room or the buildings existing power (this specification seems to be in conflict with specification i)? Answer: If 220 volt is a requirement, the government will retrofit the outlet for that specification.
