- ***THIS SPECIAL AWARD NOTICE IS BEING POSTED LATE DUE TO ADMINISTRATIVE ERROR. DUE TO ADMINISTRATIVE ERROR, AUTOMATIC AWARD POSTING THROUGH THE CONTRACT AWARD SYSTEM DID NOT TAKE PLACE*** The United States Army Contracting Command, Rock Island Contracting Center awarded a 6-month Time-and-Materials type UCA contract on a non-competitive basis to DRS Technical Services Inc. of Herndon, VA under the Authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, Only One Responsible Source for the procurement of Rapid Response Support Services. The 50% NTE UCA amount was $11,400,000.00. This contract action was accomplished using other than competitive procedures because there was only one responsible source due to a unique capability provided, and no other supplies or services that would have satisfy agency requirements (FAR 6.302-1). See posted J&A for further information. This contract action was not awarded as a fixed price type because it was not possible to estimate accurately the extent or duration of the work or to anticipate costs with any reasonable degree of confidence. As such, a time-and-materials type action was awarded. This effort provides infrastructure and information management systems to the Army. It develops, acquires and deploys tactical and management IT systems and products through its various project and product managers including Project Manger Defense Communications and Army Transmission Systems (PM DCATS) and PD DWTS. These organizations provide worldwide strategic satellite communications and Wideband Control (WC) systems, long-haul terrestrial microwave, and fiber optic communications systems, Technical Control Facilities (TCFs), Combat Service Support (CSS) communications systems, critical power infrastructure, and combat vehicle intercom systems. This includes personnel, equipment and services at locations around the world including Qatar, Kuwait, Afghanistan, Korea, Germany, Japan, and at other various locations. This effort provides specialized engineering and installation support to Command and Control (C2) Information Technology Infrastructure (ITI) capabilities at all these locations.
