- University Level Education and Training Schedule B University Level Education and Training Draft SOW U.S. Immigration and Customs Enforcement (ICE), Office of Training and Development (OTD) is seeking sources for a single, accredited university within a 50 mile radius of Washington DC to provide access to a cadre of programs and experts to support various current and emerging educational and training requirements of a large, federal law enforcement organization. The purpose of this Sources Sought/Market Research Notice is to ascertain resources to provide academic expertise across a range of requirements designed to enhance the overall quality of ICE law enforcement, managerial, leadership and emergency medical training. Requirements include, (1) Formal Education and Training Programs including facilitation of a Master's Degree program for agency employees, facilitation of staff ride exercises designed to promote strategic thinking and team building, and tactical medical training for ICE EMT, EMT-I, and Paramedic employees; (2) Consultation and Facilitation Services including analysis and studies, medical consultation and program faciliation and facilitation of an ICE Leadership Symposium; and (3) Focused Curriculum and Instructional Systems-Related Taskings. Formal education and training programs will focus on supervisory, management and leadership development; strategic thinking, change management, and ethics. Faculty advisors shall have experience in the areas of senior executive development, adult learning theory and practices, advanced formative and summative evaluation strategies and higher order integrated simulation exercises focused on performance assessment. Their expertise shall include areas of law enforcement, and public safety for facilitation of the Master's Degree in Management, and the National Registry of Emergency Medical Technician (NREMT) approved emergency medical continuing education for EMT's and Paramedics and medical non-diagnostic consultation services for EMT's and Paramedics. The University shall provide a board certified emergency medicine physician(s) (MD or DO) with a state medical licensure from all 50 states and the District of Columbia and current affiliation with an emergency department of an accredited medical school. This requirement is a commercial contract. Award will be made in the form of a Requirements type contract in accordance with FAR Part 16.503 to one responsible offeror. The Period of Performance for this effort will be one (1) Base Year, with four (4) option periods to be exercised at the discretion of the government as per FAR Clause 52.217-9. The anticipated contract will specify the requirements to be delivered in accordance with the SOW. The work to be performed will be identified and awarded via a Task Order(s) along with its respective requirements document. Deliverables and milestones have not yet been defined. A draft Statement of Work (SOW) is attached. Responses to this notice should include a narrative identifying the scope of past and present (within the last 3 years) relevant experience on similar contracts (include dollar value, complexity and point of contact), a description of capabilities to perform the subject efforts, and any comments on the draft SOW--that can better clarify the subject requirement(s) (i.e., relative to the Master's Degree in Management, Gettysburg Staff Ride, Formal Training and Education Programs, Tactical Medical Training, Consultation and Facilitation, Studies and Analysis, Focused Curriculum and Instructional Systems-Related Taskings). Additionally, interested parties should submit a Rough Order of Magnitude (ROM) per Schedule B provided as an attachment, which estimates pricing for each recommended deliverable, relevant labor categories and associated labor rates. All interested parties shall specify the current business size of their University. The applicable North American Industry Classification Systems (NAICS) Code for this requirement is 611310 with a size standard of $25.5M.
