- The Government's responses to contractor's questions. The purpose of this amendment is to address the following contractor's questions. The response time remains January 31, 2013 at 3:30 p.m. (EST). 1. CONTRACTOR'S QUESTION: Is a forklift available as support for unloading and unpacking the tooling and equipment? GOVERNMENT'S RESPONSE: No, the contractor is required to provide all equipment, materials and supplies for the requested services. 2. CONTRACTOR'S QUESTION: What is the weight capacity of the forklift? GOVERNMENT'S RESPONSE: Please see the Government's response to Question # 1. 3. CONTRACTOR'S QUESTION: Is it acceptable to remove the Cobalt 60 source rod assembly and send it to our hot cell for source replacement? This is our preferred operation as then we know that all of the moving components are the same and there will be no operational issues with the new source. This will require a ~ one week down time in which the new attenuator system shall be fitted onto the unit. GOVERNMENT'S RESPONSE: Yes, the irradiator may be taken off-site as long as the contractor's license permits. Our license does not permit us to remove or use the source off-site. All transportation must comply with the Department of Transportation's regulations. 4. CONTRACTOR'S QUESTION: The new source capsule will require a radioactive materials license amendment as with the Model 109-85 reload which was just completed. Is this an issue? GOVERNMENT'S RESPONSE: The AFRRI-02 (Materials) License is only authorized a sealed source, 120 curies per source and 120 curies total. Any other source encapsulations will not be acceptable. The current license will not be amended for any other source. Please note that the cobalt source and attenuator is a Category II irradiator not a Category I irradiator. The license of any service provider and/or manufacturer must contain authorization by the license issuer (NRC or Agreement State) to provide preventive maintenance and other services on Category II irradiators. 5. CONTRACTOR'S QUESTION: What is the physical space available to perform this work? GOVERNMENT'S RESPONSE: The dimensions of the low-level cobalt irradiation room are approximately 40 ft. x 33 ft. with a 16 ft. ceiling. The entry door is approximately 9 ft. x 9 ft. 6. CONTRACTOR'S QUESTION: Is welding allowed at the facility? If not, then we may need to remove the Model 81 system when it is EMPTY and take it off site for attaching the attenuator bracket. Is this acceptable? GOVERNMENT'S RESPONSE: Yes, the contractor must obtain all permits and or license or any other documentation before work commences. 7. CONTRACTOR'S QUESTION: Is it necessary to refurbish the model 81 system operating system during this project? GOVERNMENT'S RESPONSE: No, it isn't necessary to refurbish the model 81 system.
