Description
THIS ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSAL OR A RQUEST FOR QUOTE. This is a SOURCES SOUGHT request only. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The Department of Veterans Affairs, VHA, NCO 19, Rocky Mountain Acquisition Center, is seeking potential sources that are capable of providing repairs and preventive maintenance on twenty-three (23) Xerox copiers/multi-function devices owned by the Cheyenne V.A. Medical Center, in Cheyenne, Wyoming. This notice is published for market research purposes only. Requests for a solicitation will not receive a response. The purpose of this sources sought synopsis is to gain knowledge of potential qualified sources. The Government is seeking potential sources for personnel and equipment to provide photocopier/multi-function device repair and maintenance, in Cheyenne, Wyoming, as indicated herein. The North American Industry Classification System (NAICS) code for this sources sought request is 811212 - Photocopying machine repair and maintenance without retailing new photocopying machines. DESCRIPTION: This is a Sources Sought Notice for the following services - This is a non-personnel services contract to provide the Cheyenne V.A. Medical Center (VAMC), located in Cheyenne, Wyoming, all corrective maintenance, parts, and materials (except those considered to be consumables or accessories), software updates, labor, and travel related to expenses to successfully complete all preventive and corrective maintenance on the equipment provided on the attached Attachment A. The equipment consists of twenty-three (23) Xerox copiers/MFDs located at the sites shown on Attachment A. Hours of work for corrective (repair) work or preventive maintenance are defined as Monday through Friday, each week, from 8:00 a.m. to 5:00 p.m., Mountain Time, excluding Federal Holidays. The Contractor shall restore the equipment for which assistance is sought to full performance within seventy-two (72) hours after the time of the initial telephone call from the VA MC. Full performance means that all defective parts have been replaced with parts equivalent to or better than the original manufacturer's parts. The repaired machine/copier/MFD shall meet or exceed the manufacturer's original performance specifications. The VA MC shall not furnish parts to the Contractor. The Contractor shall have ready access to all parts, including unique and/or high mortality replacement parts. All parts supplied by the Contractor shall be compatible with the existing equipment. The Contractor shall use new parts. All parts shall be of current manufacture and have complete versatility and compatibility with the equipment upon or within which it is installed by the Contractor. All parts shall perform identically to the original equipment specifications. Rebuilt parts, used parts, or those removed from another copier or MFD shall not be installed without specific approval by the CO or the COR. The contractor shall be fully licensed and bonded in the State of Wyoming. The contractor shall provide proof of insurance to cover any incident of theft, loss, vandalism, fraud, and/or liability prior to contract award. RESPONSES: All interested firms shall submit a response demonstrating their capabilities to provide photocopier/multi-function device repair and maintenance services in Cheyenne, Wyoming. As stipulated in FAR 15.201, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. No solicitation exists at this time; therefore, do not request a copy of the solicitation. The decision to solicit for a contract shall be solely by Government discretion. Firms responding should clearly indicate on their responses the following: 1.whether they are, or are not, a small business (state "large" or "small"), and 2.whether or not they are a socially and economically disadvantaged business, a veteran owned small business (VOSB), a service-disabled veteran owned small business (SDVOSB), or a woman owned small business (WOSB), or other Small Business. 3.All VOSBs and SDVOSBs must be listed in the VIP database, available at http://www.vetbiz.gov and also must be registered in the Central Contractor Registration (CCR) at https://sam.gov (see 48 CFR subpart 4.11) to receive contract awards under VA's Veteran-owned Small Business prime contracting and subcontracting opportunities program. The general definition of a small business is one that is independently owned and operated and is not dominated in the field of operation in which it is proposing on V.A. contracts and/or with an affiliate. The NAICS code to be used for this sources sought notice is shown above. The Government reserves the right to consider a small business set-aside based upon responses hereto for any subsequent acquisition. Respondents are further requested to indicate their status as a foreign-owned or foreign-controlled firm and any contemplated use of foreign national employees on this effort. Any information submitted by respondents to this sources sought notice is voluntary. This sources sought notice is not to be construed as a commitment by the Government, nor will the Government reimburse any costs associated with the submission of information in response to this Notice. Respondents will not individually be notified of the results of any Government assessments. The Government's evaluation of the capability statements received will factor into whether any forthcoming solicitation will be conducted as a full and open competition, or as a set-aside for small businesses, or any particular small business designation (e.g., SDVOSB, VOSB, HUB Zone, 8(a), WOSB, etc.). Capabilities packages: All interested firms shall submit a capabilities package that explicitly demonstrates company capabilities to perform the services stated within this Notice and the information required above.
