- PWS NOTIFICATION OF SOLE SOURCE AWARD Defense Human Resources Activity (DHRA) intends to award a contract on a sole source for Research Support services to the following contractor, respectively: • ICF International, Inc. (9300 Lee Hwy Fairfax, VA 22031) This contract will be awarded in accordance with FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This is a bridge contract against the current expiring contract with a Period of Performance from 1 March 2013 through 31 December 2013. This will allow the Government enough time to plan for the recompete contract during this time. This notice is not a request for competitive proposals. However, any party that believes it is capable of meeting the requirements stated in the attached PWS may submit a written capability statement that clearly supports and demonstrates their ability to perform the requirements. Capability statements must be received by the response date and time of this notice (see below). Submissions will be reviewed to determine if they can meet the requirement. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. This procurement is being conducted under negotiated procedures in accordance with FAR Part 12 and 15. Please see the attached PWS for a description of the requirements.
